Manager, Payroll & Benefits, Bilingual French and English

Summary:
We are looking for a motivated, Manager, Payroll and Benefits, with a strong sense of alignment to our mission, to join our team in this fully remote position. Reporting to our Director, Corporate Finance this key role is responsible for delivering the timely and effective processing of payroll and benefits for all our staff across Canada while providing exceptional service to our people. What you’ll do:

Prepare and manage the bi-weekly payroll through our ADP system, our employee benefits program along with our group RRSP. . Ensure that payroll and benefits information and billing are submitted on a timely basis.

Effectively process all employee changes in ADP including new hires, leaves, transfers, salary adjustments, terminations, time away from work, and other changes in accordance with legislative requirements and organizational policies/procedures, and ensuring all appropriate approvals are in place. Pro-actively liaise with internal customers to resolve issues and provide a high level of service.

Ensure seamless flow of processing of employee leaves and returns to work, partnering with the HR Manager and disability management providers as needed.

Manage payments and reconciliation of employee deductions for group benefits and RRSP plans. Provide payroll/benefits reconciliation, reporting and analysis to the Finance and HR teams as required. Ensures payroll and benefit process documentation and workflows are current, updated and communicated

Ensure compliance with relevant legislation, including the timely preparation and remittance of statutory payments (Income tax, EI, CPP, WCB and EHT, etc.) and group benefit payments. Ensure Records of Employment and other statutory reports are prepared accurately, in accordance with legislation, and in a timely manner.

Ensure efficient year-end reporting including: T4, T2200 and relevant preparation and reconciliation of related summaries. Prepares and files various year-end returns, reports and forms as required by provincial and federal governments.

Acts as an internal resource and subject matter expert to our employees and managers regarding payroll and benefits processing, changes and questions.

Maintains up to date knowledge of payroll issues and legislation across Canada as well as CRA regulations.

Prepares bi-weekly GL report to process accruals. Assist with the year-end financial audit as required.

Provides regular and ad hoc benefits reporting, analysis and recommendations to our leadership team and other stakeholders as needed.

Recommends policy guidelines impacting benefits and payroll, focusing on best practices and continuous efficiency improvement, within subject-matter expertise and contributing to larger HR/finance initiatives

Act as a point of escalation or as needed directly responds to external parties (Service Canada, provincial Ministries (i.e. WCB) requests for information as well government program requests, i.e. reporting re compliance with Quebec Training and Development legislation, HRDC student programs, EHT in Ontario etc.

Provides ongoing management, coaching and development to the Payroll & Benefits Coordinator.

Requirements for this role:

Bilingual - French/English (oral and written) is required

Completion of Payroll Compliance Professional (PCP) or Payroll Leadership Professional (PLP) designation is required. Designation in a recognized benefits administration or benefits management program would be an advantage.

Post-secondary education in a related field is strongly preferred (i.e. finance, accounting, human resources).

At least 5 years of experience managing full cycle payroll processing for a Canada-wide organization combined with at least 2 years of benefits plan and RRSP management. Strong knowledge of current, multi-provincial and relevant payroll legislation across Canada.

Strong knowledge of ADP Workforce Now or similar payroll and HRIS software. Advanced MS Office skills, including Outlook, Word, PowerPoint and Excel (with particular focus on pivot tables, VLOOKUPs and advanced formulas).

A strong drive to be service oriented to our employees, build relationships, act professionally and maintain confidentiality. Excellent collaboration, communication and problem solving skills combined with exceptional organizing and planning skills.

Self-directed, innovative, and solutions-oriented while showing sound judgement and decision-making skills.

Knowledge or relevant experience in the not-for-profit sector is an asset.
