Position Summary
The HR Generalist is responsible for the accurate and timely administration of payroll, benefits, WSIB, employee training, and human resources compliance functions. The position plays a key role in supporting legislative compliance, employee development, and operational effectiveness across the organization.
Working closely with Finance, HR, and Program Managers, this role provides office-based support to group home and program staff by ensuring payroll accuracy, benefits access, and timely management of workplace injury processes. This role also serves as the in-house trainer for Abuse Prevention and related compliance training, ensuring annual training, sign-offs, and required documentation are completed in accordance with legislation, MCCSS requirements, and organizational policy.
Key Responsibilities
Payroll Administration-
Process bi-weekly payroll for all employees (full-time, part-time, and casual) using Inclusion System

Maintain accurate employee records, including new hires, terminations, status changes, and wage adjustments.

Ensure compliance with ESA, CRA regulations, and the Collective Agreement (including premiums, scheduling changes, and overtime rules)
- Track, reconcile, and investigate payroll hours, leave balances, and discrepancies to ensure employees are accurately compensated.
Prepare and process year-end requirements, including T4s and related reporting

Benefits Administration-
Administer employee benefits programs, including enrollments, changes, and terminations
- Act as the primary liaison with benefits providers to resolve issues and ensure accurate billing
- Provide office-based support to employees regarding benefits inquiries, including assistance with claims, coverage questions, and benefits provider coordination.
- Reconcile monthly benefits invoices and coordinate timely payments
- Support annual benefits renewals and staff communications
WSIB & Return-to-Work Coordination-
Manage WSIB claims, including reporting workplace injuries within required timelines
- Coordinate return-to-work plans in collaboration with HR and Program Managers, providing office-based administrative support for employees on WSIB leave.
- Process WSIB payments and maintain accurate documentation
- Monitor claims and ensure compliance with WSIB requirements and reporting deadlines
- Support audits and provide documentation as required
Training & Compliance Support-
Serve as the in-house trainer for Abuse Prevention training.

Provide training to employees and individuals supported, as required.

Review Rights and Restrictions with individuals supported and ensure required documentation is completed.

Debrief Safe Management incidents and support follow-up documentation.

Schedule training for new hires and annual refresher training for existing staff, including Medication, First Aid, Safe Management, and Abuse Prevention.

Maintain training certificates, expiry dates, and required sign-offs.

Ensure annual sign-offs are up to date as required by legislation, MCCSS, and organizational policy.

Assign Citation Learning modules as required and monitor completion.

Maintain organizational training records and prepare compliance reports related to employee training, certifications, and legislative requirements.
Compliance & Reporting-
Ensure payroll, benefits, WSIB, training, and HR compliance processes adhere to applicable legislation, MCCSS requirements, internal policies, and the Collective Agreement.

Prepare regular reports related to payroll, benefits, WSIB, training, and compliance activities for leadership.

Maintain strict confidentiality of employee and organizational information
Employee & Operational Support-
Respond to employee inquiries related to payroll, benefits, and WSIB in a timely and professional manner
- Collaborate with Program Managers to ensure accurate payroll and time tracking inputs, while providing administrative support from the Dundas office.
- Support internal and external audits by providing required documentation
- Identify and recommend process improvements to enhance efficiency and accuracy
Qualifications & Experience-
Post-secondary education in Payroll, Accounting, Human Resources, or a related field
- PCP (Payroll Compliance Practitioner) designation or working toward certification is an asset
- Minimum 3–5 years of experience in payroll and benefits administration
- Direct experience managing WSIB claims and return-to-work processes
- Strong understanding of ESA, CRA requirements, and payroll legislation
- Experience working in a unionized environment (preferred)
- Experience supporting unionized developmental services agencies from an office-based administrative role is preferred.

Experience supporting staff training, compliance tracking, or learning management systems is considered an asset.

Experience facilitating staff training and knowledge of Abuse Prevention, Rights Restrictions, and MCCSS requirements is considered an asset.

Working Conditions-
This position is primarily office-based at Choices Association headquarters in Dundas, ON, with three days per week required on-site.
