SkyAlyne is a team of defence, training, simulation, and aviation industry experts assembled from across Canada, working to prepare the next generation of RCAF Pilots and Aircrew as the Future Aircrew Training (FAcT) program provider for the Royal Canadian Air Force (RCAF). SkyAlyne was formed in 2018 as a partnership between CAE and KF Aerospace, two Canadian aviation, training, and defence leaders. The partnership was built to jointly answer the call for the Government of Canada’s FAcT program. In 2023 SkyAlyne was named the preferred bidder, and in 2024, was officially contracted to partner with the RCAF and deliver the FAcT program. We are now building a new team to deliver the FAcT program.
The scope of the FAcT program includes all training and in-service support requirements needed to prepare Pilots, Air Combat Systems Officers, and Airborne Electronic Sensor Operators to meet the future aerospace requirements of the RCAF. The FAcT program is overseen from a Joint Management Office at SkyAlyne’s Ottawa headquarters in Kanata, with three operational bases: Moose Jaw, SK, Southport, MB, and Winnipeg, MB.
In collaboration with the Government of Canada and several major Canadian subcontractors, Team SkyAlyne will provide live-flying, simulator and classroom-based training, facilities construction and management, information management and information technology support, site support services, aircraft maintenance and much more.

The Performance Management & Continuous Improvement Initiative Project Manager plays a central role in designing, implementing, and maintaining the performance management framework that supports the four critical program data pillars comprised of Ground-Based Training Systems (GTBS), Training Delivery, Performance Management, and Aircraft Operations.
This role will collaborate closely with the Data Analytics (IM&T) team, subject matter experts (SMEs), and customer stakeholders to ensure that SkyAlyne’s performance monitoring, reporting, and continuous improvement capabilities operate with precision, insight, and strategic alignment to program objectives.
This is a high-impact role supporting both internal and external leadership to maintain engagement and ensure continuous improvement over the life of SkyAlyne program(s).
Duties and Responsibilities
- Lead the development, implementation, and ongoing maintenance of the enterprise Performance Management Framework in collaboration with the IM&T Data Analytics group.
- Establish standardized processes for integrating diverse data sources, data types, and program metrics across the four data pillars.

Develop and report on Key Process Indicators (KPIs), Strategic Health Indicators (SHIs), and Enterprise Performance Measures (EPMs) with SMEs and functional leads.
- Coordinate, synthesize, and validate data inputs from interdisciplinary program areas (GBTS, training operations, performance systems, and aircraft data streams) in line with contractual requirements and existing governance structures.
- Manage the cross-functional Performance Management Working Group, ensuring collaboration, documentation, and progress tracking.
- Prepare and present on performance documentation, evidence packages, dashboards, Continuous Initiative review boards, and briefing materials to support routine internal program reviews to internal and external stakeholders.
- Support customer review cycles with Canada, including submission coordination, approvals, and responses to inquiries.
- Propose and facilitate continuous improvement initiatives driven by performance outcomes, customer feedback, and data insights to support program improvement and operational effectiveness.
- Lead continuous improvement initiatives from identification through implementation, including chairing working groups, coordinating contract change proposals, supporting customer reviews, and tracking realized return on investment
- Partner with operational teams to implement improvements and track their effectiveness.
- Deliver data-driven insights and recommendations to support leadership decision-making, contractual performance discussions and the long-term development for performance monitoring and reporting.

Qualifications and Experience
- Bachelor’s degree in Business Administration, Computer Science, Data Analytics, Engineering, or related field.
- Minimum of five (5+) years of experience in performance management, continuous improvement, business analytics, or similar roles.
- Minimum of five (5+) years of experience in project management.
- Proven experience with data visualization tools, dashboards, and data integration workflows.
- Exceptional communication and facilitation skills.
- Strong organizational skills, with the ability to manage multiple concurrent initiatives.

Experience in the Defence and Aerospace industries would be an asset.

Be able to hold a Government of Canada Security Clearance (Secret level) and Controlled Goods Clearance.
