The Manager, RBT2 Program Controls is accountable for establishing, leading, and maintaining best-in-class program controls framework across RBT2 (Roberts Bank Terminal 2), a multi-billion-dollar multi-project program. The role ensures disciplined and integrated cost control, forecasting, schedule integration, risk, contingency and opportunity management, change control, and performance reporting across all workstreams.

Working within a matrix organization, the position partners closely with program directors, project managers, and workstream leads to ensure consistent, transparent, and auditable information that support informed decision-making and a “no surprises” operating culture through the program lifecycle.
What you do:
- Own the integrated program capital and operating cost estimates, ensuring the overall program estimate is cohesive, complete, with clear assumptions and reflects a balanced program forecast. Partner with embedded Project Controls leads and provide direct support for other areas of the program where there is not an embedded Project Controls lead to ensure a consistent approach and a sound consolidated estimate.
- Develop and maintain the program Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS).
- Review, challenge and approve of cost inputs, including in comparison to prior estimates, benchmarking, etc.to support reliable estimates. Ensure alignment with scope, schedule, risk profile, and execution strategy for program level inputs and ensure no duplication or gaps in the consolidated roll up including estimates from project leads.
- Establish and maintain controls to ensure timely receipt, validation and integration of estimate updates to maintain early visibility of emerging trends and risks.
- Establish and continuously improve program-wide standards, methodologies, and systems for cost estimating, forecasting, reporting, and analysis.
- Manage resourcing plans to support workforce planning and cost estimating.
- Lead an integrated, auditable change management process, assessing impacts to cost, schedule, scope, risk, and reputation.
- Accountable for the oversight and outcomes of independent third-party reviews to validate cost estimates and cost management practices.
- Provide direction to workstream and project leads in developing scope and schedules that support program-level integration and coordination.
- Lead the development and maintenance of an integrated program schedule, enabling performance measurement against baseline.
- Ensure cross-workstream interfaces and dependencies are identified and managed, with conflicts resolved and opportunities to improve efficiency captured.
- Provide oversight of schedule reporting highlighting critical path items, key risks and required actions.
- Oversee schedule changes through a structured, auditable change control process.
- Lead and support workstream and program-level risk identification, assessment, and mitigation planning summarized in a comprehensive program risk register, including interface, integration, and systemic risks.
- Implement industry best practices for contingency development, including quantitative risk assessment (QRA) processes, and escalation calculation.
- Ensure cost estimates appropriately reflect risk exposure, escalation, and contingency strategies as the program evolves.
- Provide leadership inputs to VFPA corporate risk management processes.
- Set program wide structure for cost and performance reviews of key contractors, suppliers, and consultants to ensure cost-effective, high-quality delivery. Lead such reviews for works done at the program level.
- Ensure spend authorization submissions and contract approval documentation are clear, complete and decision ready.
- Partner with VFPA’s procurement and project managers to support contract status tracking and change negotiations related to scope, rates and commercial risk.
- Lead or participate in procurements to ensure a consistent approach to cost and risk management
- Oversee and be accountable for establishing standards, practices and controls for analysis, reporting and documentation of cost and schedule baselines and forecasts, including scenario and sensitivity analysis.
- Ensure the analysis, reporting, and documentation of cost estimates, monthly reporting and project performance, cost variance, and other key project lifecycle requirements are maintained to provide transparency and explanations.
- Directs the design, integration, and governance of program controls methodologies across cost, schedule, risk, and change, ensuring the validity, transparency, and defensibility of performance reporting, forecasts, and scenario analysis.
What you bring:
- Bachelor’s degree in Business Administration, Engineering, or related discipline, plus 5+ years of progressively senior experience in project controls, estimating, cost management, or capital project delivery; or an equivalent combination of education and experience.
- Experience delivering large capital infrastructure projects ($500M+), preferably in marine/port, transportation, energy, mining, or major infrastructure sectors. Experience on collaborative contracts preferred.
- Strong working knowledge of cost estimating, change management, contingency analysis, risk management tools, scheduling, and contracting strategies for major infrastructure projects
- Advanced proficiency in Microsoft Office applications. Experience with InEight and PrimaveraP6 is an asset.
