Job Summary
We are seeking an experienced and collaborative Manager of Employee Relations to lead and oversee the organization's human resources and employee relations functions.
Reporting to the Executive Director of Community Impact and Innovation, this position is responsible for delivering strategic and operational human resources services that foster a respectful, inclusive, and high-performing workplace. The Manager of Employee Relations serves as a trusted advisor to leadership and employees, providing expertise in employee relations, performance management, workplace investigations, recruitment, compensation and benefits administration, policy development, and legislative compliance.
This role requires a strong understanding of employment legislation, best practices in human resources, and the unique environment of policing. The successful candidate will demonstrate professionalism, sound judgment, discretion, and a commitment to supporting both organizational excellence and employee well-being.
KEY RESPONSIBILITIES
Employee Relations & Advisory
- Serve as the primary resource for employee and management inquiries related to Human Resources and employee relations.
- Partner with Executive Leadership to provide guidance on employee relations matters, conflict resolution, disciplinary processes, and workplace investigations.
- Lead and facilitate workplace investigations while ensuring procedural fairness and confidentiality.
- Support managers in addressing performance concerns through coaching, documentation, and corrective action processes.
- Process employee complaints and grievances while promoting respectful workplace practices.
- Foster employee engagement initiatives that strengthen organizational culture and morale.
Human Resources Operations
- Organize, streamline, and oversee all Human Resources operations across the organization.
- Maintain complete and accurate employee records while ensuring compliance with legislative and organizational requirements.
- Administer employee lifecycle processes including recruitment, onboarding, promotions, transfers, leaves of absence, and terminations.
- Process employment changes, anniversary salary increases, and employee profile updates.
- Ensure all personnel files remain organized, secure, and confidential.
- Maintain and update organizational charts, job descriptions, and HR documentation.
Recruitment & Talent Acquisition
- Lead full-cycle recruitment for civilian and sworn positions.
- Coordinate recruitment activities with hiring managers and Executive Leadership.
- Prepare job postings, screen applicants, conduct interviews, complete reference checks, and coordinate background investigations.
- Support onboarding and orientation of new employees.
- Develop and implement recruitment strategies that attract diverse and qualified candidates.
Compensation, Benefits & Pension Administration
- Administer employee compensation and benefit programs.
- Coordinate employee enrolment, updates, and changes to benefit plans.
- Lead the administration of pension programs and serve as the primary liaison with pension providers.
- Coordinate return-to-work and workplace accommodation programs.
- Review benefit offerings and recommend enhancements that support employee wellness and organizational sustainability.
- Conduct compensation reviews and market analyses as required.
Performance Management & Learning
- Guide supervisors and employees through the performance management process.
- Maintain records of employee certifications, mandatory training, and professional development.
- Ensure recurring certifications and accreditations remain current.
- Support leadership development and succession planning initiatives.
Policy Development & Compliance
- Develop, review, implement, and maintain Human Resources policies, procedures, and best practices.
- Ensure compliance with applicable employment legislation, occupational health and safety requirements, privacy legislation, and policing-related standards.
- Monitor legislative changes and recommend policy updates accordingly.
- Support organizational initiatives that promote equity, diversity, inclusion, and cultural safety.
Leadership
- Provide leadership and mentorship within the Human Resources function.
- Support the future development and supervision of Human Resources staff as the department grows.
- Participate in organizational planning and continuous improvement initiatives.
- Support community engagement activities and represent Human Resources on internal committees when required.
QUALIFICATIONS
Education
- Diploma or Bachelor's Degree in Human Resources, Business Administration, Labour Relations, or a related discipline.
- Chartered Professional in Human Resources (CPHR) designation is considered an asset.
Experience
- Minimum five (5) years of progressive Human Resources experience, including employee relations.
- Experience conducting workplace investigations and managing complex employee relations matters considered an asset.
- Experience administering employee benefits, pension plans, disability management, and return-to-work programs.
- Experience developing and implementing HR policies and procedures.
- Supervisory or leadership experience is considered an asset.
Knowledge & Skills
- Strong knowledge of Employment Standards, Human Rights legislation, Occupational Health and Safety legislation, and applicable policing legislation.
- Knowledge of employee benefits, pension administration, Workers' Compensation Board (WCB), and disability management.
- Experience with Human Resources Information Systems (HRIS), preferably BambooHR.
- Familiarity with Applicant Tracking Systems and recruitment software.
- Excellent interpersonal, communication, conflict resolution, and negotiation skills.
- Strong organizational and project management abilities.
- Ability to manage confidential and sensitive information with discretion.
- Demonstrated critical thinking, sound judgment, and problem-solving skills.
ASSETS
Preference may be given to candidates with experience in one or more of the following:
- Human Resources experience within a police service, law enforcement agency, or public-sector organization.
- Experience working within a non-profit organization, Indigenous community, or social services environment.
- Experience with BambooHR or similar HRIS platforms.
- Knowledge and understanding of Indigenous governance structures and culturally informed Human Resources practices.
Pay: $90,000.00-$110,000.00 per year
