The Opportunity
The Infrastructure Department is comprised of five Branches, including three Design and Construction Branches, the Wastewater Operations Branch, and the Water Operations Branch. Key responsibilities include the operation and maintenance of the City’s environmental infrastructure and systems including water supply, treatment, and distribution; wastewater collection and treatment; and the design and construction of the City's infrastructure including treatment plants, pump stations, roads, sewers, watermains, sidewalks, stormwater management ponds, water towers and reservoirs, etc.
Under the general direction of the Director of Infrastructure, the Manager of Water Operations is responsible for the management, operation and administration of the Water Operations Branch. The position directs daily operational and maintenance activities to ensure compliance with all applicable drinking water legislation, regulations, and Branch Departmental, and Corporate policies and procedures. Additionally, this position develops, implements, and oversees the administration of programs related to water treatment, supply and distribution, and customer service. Overall, the position ensures the delivery of a safe, continuous, and sustainable supply of drinking water, while maintaining adequate water supply for fire suppression purposes for residents and visitors to the City of Barrie.

Education (degree/diploma/certifications)
- Four (4) year University Degree in Science, Environmental Engineering or related discipline

Experience
- Six (6) years of experience performing duties related to the major responsibilities of the position including demonstrated leadership/supervisory experience
- Demonstrated experience in a management capacity in an environmental operations municipal work environment, which includes experience in a unionized environment
Knowledge/Skill/Ability
- Thorough working knowledge of the following:
- Environmental Protection Act;
- Ontario Water Resources Act;
- Safe Drinking Water Act;
- Clean Water Act;
- Environmental Assessment Act;
- Ontario Drinking Water Regulations;
- Municipal Act;
- Public Utilities Act as they relate to environmental issues;
- Ontario Occupational Health and Safety Act;
- Building Code Act;
- Plumbing Code Act; and
- Other relevant legislation, regulations, and guidelines
- Thorough working knowledge of the following principles and standards: hydrogeology, water treatment, and current municipal environmental issues and related best practices; management principles, labour relations principles and collective agreement administration, and contemporary management practices.

- Availability to assist with after-hours questions, concerns, or emergencies; to attend evening/weekend meetings or special events; or to work outside of designated normal hours per week
Conditions of Employment
- Valid Ontario Class "G" Driver's Licence in good standing with a reliable vehicle to use on corporate business

- Please note that the City has a Hybrid Work Program Policy in place that may allow a hybrid work arrangement of one (1) remote day per week for employees who meet eligibility requirements.
Hours: The normal hours of work are 35 hours per week; however, some non-standard hours may apply
Wage: This a permanent full-time non-union position with the following pay level and 2026 pay range:
- Pay Level: Level 15
- Yearly Salary: $123,969.77 to $166,148.35
- Hourly Pay Rate: $68.12 to $91.29
