Corporate Strategic Services Branch and Policy Alignment and Legislative Services
The Corporate Strategic Services Branch provides strategic leadership, direction and coordination of a broad range of planning, policy and administrative services for the Department to support the ministry’s environmental mandate. The Policy Alignment and Legislative Services team within the Branch is responsible for supporting the Departments Cabinet and Legislation work.
Legislative Advisor
As a Legislative Advisor within Environment and Protected Areas, you will join this collaborative and agile team of legislative and policy specialists to ensure that policy and legislation are effectively coordinated and aligned across the ministry.
Reporting to the Senior Legislative Advisor, this role is responsible for managing complex legislative initiatives, advising executive leadership, and guiding internal teams through regulatory and legislative processes. The Legislative Advisor’s expertise in policy analysis, legislative frameworks, and cross-ministry collaboration plays a critical role in advancing legislative outcomes that reflect sound governance and environmental stewardship.

This role project manages legislative initiatives from planning through approval, guiding program area units through the legislative development and government decision-making process.
In this role, you will prepare and oversee key decision documents and manage legislative initiatives through the legislative process. You will also support legislative planning, maintain tracking tools, and ensure the ministry’s legislative agenda aligns with government priorities and timelines. Your expertise in legislative frameworks, policy analysis, and cross-ministry collaboration will support the delivery of effective, timely legislative outcomes.
Key Responsibilities include:
Legislative Development
- Lead the development and coordination of legislative and regulatory amendment packages, ensuring alignment with ministry and government priorities.
- Manage approvals, briefings, and implementation planning to support the timely passage of bills and approval of regulations.
- Advise and develop Cabinet materials, briefing notes, drafting instructions, legislation charts, Recommendations for Orders in Council, and Ministerial Orders.
- Provide strategic policy and legislative advice, analysis, and issues management to support sound decision-making.
Legislative Planning
- Support planning and management of the ministry’s legislative and regulatory agenda, including tracking and forward planning of policy items.
- Support policy Cabinet packages that may result in legislative changes following their policy approval.
- Monitor legislative developments in other ministries and jurisdictions to stay informed on emerging issues that may impact the ministry.
- Deliver policy and legislation training to the Department to support capacity building.
Stakeholder Relationships
- Build and maintain collaborative relationships with various business units within the department to ensure effective coordination, identification and alignment of legislative priorities.
- Communicate expert policy and legislative advice to senior executives and program areas across the ministry.
- Work with program areas, Environmental Legal Team, and Legislative Counsel Office to develop legislative proposals and Cabinet packages.

Minimum Recruitment Standard:
- University graduation in a related field such as political science, public administration, environmental policy, social science, law, or legal studies, plus four years of progressively responsible experience, or an equivalent combination as described below.
- Equivalency: Directly related education or experience considered on the basis of: 1 year of education for 1 year of experience; or 1 year of experience for 1 year of education.
Assets:
- Legal training or experience interpreting legislation, regulations, and legal frameworks.
- Knowledge of legislative or regulatory development processes, including drafting principles and processes.
- Strong written communication skills and attention to detail – experience with cabinet documents and drafting instructions an asset.
- Project management skills, including time management and organization.
- Experience with policy and Cabinet approval processes.
- Knowledge of and experience with policy development process.

This position is a permanent, full-time role, with the standard weekly work hours of 36.25, Monday to Friday.
