Pinchin is looking for an accomplished and industry recognized Excess Soil / Infrastructure Business Unit Leader & QPESA to spearhead and grow our Excess Soil services as part of our Regulatory Services & Land Development team. In this, you’ll focus on regulatory compliance for Development and Infrastructure projects across the GTA and Southwestern Ontario. Role Overview

Your work ensures clients receive trusted guidance and sustainable outcomes, directly supporting Pinchin’s mission to build healthier environments.
In this senior role, you’ll drive market growth, forge high-impact client relationships and be a key leadership face for Pinchin’s Excess Soil practice in the GTA and Southwestern Ontario. You’ll collaborate with senior leaders and own the vision and strategy of the excess soil business while overseeing technical delivery to ensure every solution meets the highest standards of quality and compliance. Your Impact as Business Unit Leader
- Market Leadership & Business Growth: Develop and lead the expansion of Pinchin’s Excess Soil business. Develop and execute growth strategies that capitalize on your industry network and emerging market opportunities by identifying and securing major pursuits (transit, highways, redevelopment projects).
- Client Engagement & Relationship Management: Serve as the principal contact for clients, meeting with them to understand requirements and preparing tailored proposals and cost estimates. Leverage your established industry network and reputation to deepen trust with major Ontario clients along with Pinchin’s Business Development and Marketing teams. Shape proposals and pricing strategy for RFP/RFQs and proactively cultivate new client relationships to drive repeat business and practice visibility.
- Financial Management: Lead the business unit with accountability for revenue growth, utilization, and profitability. Develop and execute a growth strategy aligned with Ontario Excess Soil and Infrastructure markets. Oversee the management of project budgets, invoicing, and subcontractor processes to ensure profitability and client satisfaction.
- Lead Projects/Project Teams: Oversee Excess Soils and RSC projects, ensuring full compliance with Ontario’s Excess Soil Regulation, Soil Rules, and O. Reg 153/04. Mentor and coordinate junior and intermediate staff, providing training and technical guidance.
- Proposal and Technical Report reviews: Review O. Reg 153/04 and Excess Soil proposals and reports for clients, collaborating with Technical Managers and other Senior Reviewers to ensure accuracy and alignment with client needs.
- Prepare & Certify Documentation: Oversee and certify key regulatory documents (APUs, SAPs, SCRs, and ESDARs) to meet Excess Soil Rules and Regulation 406/19 standards.
- Continuous Improvement: Recommend process enhancements to the Operations Manager and Vice President to drive quality and efficiency.

You’re solution-focused, and collaborative, with strong leadership skills and a proven ability to build trusted client relationships while delivering results.
- Established Ontario Excess Soil credibility and trusted client leadership.
- Bachelor’s degree in Earth Sciences, Engineering, or a related field.
- Professional designation (P.Geo., P.Eng., or LET and QPESA) required.
- Minimum of 10 years of experience in a project management role, with a focus on Excess Soils, Infrastructure and RSCs, including large-scale infrastructure, transit and redevelopment projects.
- Strong business development and client relationship skills for a market-facing role.
- Experience leading public sector pursuits.
- Experience preparing and reviewing proposals and reports.
- Proficiency in Microsoft Office (Word, Excel, Outlook, Project).
- Valid driver’s license and insurance (travel expenses reimbursed).
- Excellent communication, writing, and presentation skills.
