Reporting to the Executive Director, Surgical Care Alberta, the Program Manager provides provincial leadership, strategic direction, and operational oversight for the Surgical Voucher Program (SVP) and Dual Practice oversight activities. This role supports a coordinated, standardized approach to improving timely access to surgical care while ensuring sustainability of publicly funded services.
Description:
The Program Manager leads the development, implementation, and ongoing evaluation of provincial strategies, operational frameworks, and policies related to surgical access, patient portability, and waitlist reduction. As a provincial subject matter expert, the role collaborates extensively with physicians, operational leaders, government, contracted surgical facilities, and corporate partners including finance, legal, and analytics. This position oversees program delivery through a small team, monitors performance, evaluates outcomes, and identifies opportunities to improve access, quality, and system efficiency. The role also leads the development of Dual Practice oversight frameworks, ensuring appropriate governance, risk mitigation, and transparency in alignment with public system priorities. Operating within a complex and evolving healthcare environment, the Program Manager provides expert advice to senior leadership, supports policy development, and contributes to provincial planning initiatives. Success in this role requires strong leadership, political acuity, and the ability to navigate multi-stakeholder environments while driving innovation and system improvement.

Required Qualifications:
Completion of a recognized nursing program or related baccalaureate degree. Active professional registration where applicable. Minimum five years of acute care experience, with 3–5 years in an operational leadership role. Progressive leadership experience within a complex healthcare environment with demonstrated success in change management and delivery of strategic initiatives. Strong knowledge of surgical services, healthcare operations, and program implementation. Proven ability to think strategically, analyze complex issues, and develop innovative solutions. Demonstrated reliability, sound judgment, and ability to manage competing priorities. Effective communication, leadership, and stakeholder engagement skills are essential.
Additional Required Qualifications:
Demonstrated experience leading program development, implementation, and evaluation at an organizational or provincial level within healthcare. Strong understanding of health system governance, policy development, and performance management frameworks. Experience working collaboratively with a broad range of stakeholders including physicians, operational leaders, government partners, and external organizations. Proven ability to influence decision-making and provide strategic advice to senior leadership. Advanced analytical and problem-solving skills, with experience using data to inform planning, monitor performance, and drive quality improvement initiatives. Ability to identify risks, develop mitigation strategies, and manage emerging operational issues. Strong leadership capabilities including team oversight, coaching, and fostering a high-performing work environment. Ability to manage multiple priorities in a fast-paced, politically sensitive environment with a high degree of professionalism and accountability.
Preferred Qualifications:
Clinical experience in surgical services and/or operating room environments. Experience with provincial program implementation, policy development, or oversight frameworks. Demonstrated ability to work independently, communicate effectively, and resolve complex issues in a dynamic healthcare setting.
