ELIGIBILITY FOR THIS COMPETITION IS RESTRICTED TO STEP 1 CANDIDATES INCLUDING OPS ALOC AND OCAA LAWYERS living or working within 125 km of this location. Note: Eligible lawyers from outside the Area of Search may apply but will not be entitled to relocation or travel expenses for the transfer as set out below.
Step 1: All regular/fixed-term OCAA and ALOC lawyers on staff, current Redeployment List Members and current Articling Student Hireback Pool Members.
Step 2: In the absence of qualified applicants at Step 1 the competition may be reposted so that external applicants or non-members of the above-mentioned groups would then be eligible to apply.
The Ministry of the Attorney General, Civil Law Division, has an immediate opening for a counsel to join the Legal Services Branch of the Ministry of the Environment, Conservation and Parks (MECP).
Duties will include:
- Drafting, reviewing and negotiating agreements, including transfer payment agreements, goods and services agreements, leases, licences, sponsorship agreements, memoranda of understanding, and other legal documents
- Advising on and reviewing procurements for goods and services including construction and IT
- Performing legal research and providing written and oral legal advice in a variety of areas including contract administration, administrative, procurement, Freedom of Information and Protection of Privacy Act, commercial law, and intellectual property
- Preparing memoranda of law, opinions and briefing notes
- Providing legal support to MECP agencies and advising on agency-related legal issues including establishment and dissolution
- Advising on and drafting orders-in-council and appointments
- Briefing senior officials and senior management
- Assisting with litigation matters and liaising with litigation counsel
- Providing legal support for issues management, communication products, correspondence and the development of Ministry policies and operational approaches
- Participating in committee, presentation, project and administrative duties as assigned
- Membership in good standing as a lawyer with the Law Society of Ontario
- Thorough knowledge and understanding of the legal framework governing public sector corporate/commercial matters
- Demonstrated experience in advising on public law matters, including in relation to Crown agencies
- Demonstrated experience in drafting and negotiating contracts and other legal documents
- Demonstrated judgment and analytical skills to provide strategic, solution-oriented advice
- Proven ability to identify, manage and problem solve contentious issues
- Ability to handle a high-volume practice and advise on urgent matters with short turnaround time
- Experience working collaboratively and constructively in teams of diverse members
- Proven oral and written communication skills
- Working knowledge of Aboriginal law and an understanding of the nature of the relationship between Indigenous peoples and the government
- Demonstrated great client service with a proven record of building relationships with clients and colleagues and of fostering and creating a culture of diversity, anti-racism, equity and wellness in the workplace
