The Program Analyst – Financial & Program Operations supports the Manitoba team in delivering Efficiency Manitoba’s Small Business Lighting Program and In‑Suite Residential Program. This role is highly hands-on and detail-oriented, with a strong focus on day-to-day financial tracking, invoicing, accruals, and administrative coordination.
You’ll play a critical role in ensuring financial accuracy, timely invoicing and payments, and clean documentation for completed work. The ideal person is comfortable working with numbers, thrives in a fast-paced environment, and takes ownership of identifying issues, improving processes, and keeping things moving without needing step‑by‑step direction.

Manage day-to-day tracking of program activity, including invoices, payments, and supporting data.
Maintain and update Excel trackers to monitor budgets, spend, forecasts, and key program metrics.
Help support month-end processes by pulling data, identifying discrepancies, and flagging issues.
Prepare documentation packages to support client billing and internal tracking.
Work closely with Finance and Program teams to ensure data is complete, accurate, and coded correctly.
Track program volumes, timelines, and performance metrics.
Support ad hoc reporting and data requests.
Identify gaps or inefficiencies in processes and suggest practical improvements.
Provide general administrative and coordination support to the team.

Have solid Excel skills (formulas, data organization, basic analysis).

Enjoy problem-solving and improving how things are done.
Experience in data tracking, reporting, operations, or program coordination is an asset.

Targeted Compensation:
$28-$32/hour
Canadian Commercial Driving Requirements
If applicable, meet all qualification, licensing, medical, and compliance requirements for commercial drivers under applicable provincial and territorial laws, the Canadian National Safety Code (NSC), and any federal regulations for extra‑provincial operations, including hours‑of‑service and safety fitness requirements.
