Harbour Manager's Job Description - Salary $65,000

Job Overview
The Harbour Manager is expected to always act in the best interests of the Members as perceived by the Board of Directors and expressed in the Objectives of the CHA and the Policies and Practices developed by the Board and supported by the Members.
This position is to maintain the overall responsibility of CHA operations, with strategic and
operational planning and measurement, for budgets, financial management, and human resources.
The manager reports directly to the Board of Directors.
Assists the Board with the development of policy and ensures that such policy is interpreted and executed by staff.
Manages and supervises the staff using manners and methods which promote a mutually supportive and productive work environment that is in full compliance with the applicable statutes- E.S.A., O.H.S.A., H.R.C., and Privacy Act.
Ensures that the operations of the harbour are consistent with the Canada Marine Act, periodic
directives from the Federal Government, existing Letters Patent and any other agreements into which the Harbour has entered.
Direct all marine service operations, including reserved and non-reserved area activity, facility safety and secure implementation related to all vessel activities within the water lot.
Monitor water front activities, conduct regular harbour patrols, reviews harbour infrastructure and recommends improvements, and to develop and implement emergency and environmental
management plans.
Prepare and monitor the annual operating budget and harbour rates. Develop the financial portion of the 5 year business plan. Oversees cash management and financial accounting functions, including accounts receivable/payable, payroll and benefit administration, and prepare for the annual external statement review.
Duties
1. Develop and cultivate Harbour Policies and Regulations.
2. Monitor that staff complete daily responsibilities while enforcing #1.
3. Provide confidential support to the Board of Directors.
Manage all Human Resource responsibilities, consults with H.R. Committee.
5. Provide staff appropriate training to their position and holiday relief duties.
6. Input on harbour planning and budget documents, reports to Treasurer.
7. Reconcile month payable/receivable in Simply Accounting
8. Provide all necessary documentation for financial month/annual reviews
9. Prepare/present manager report at monthly Board and special meetings.
10. Act as liaison between all regulatory and media outlets.
11. Any other duties assigned by CHA Board of Directors.
CRHA Harbour Manager
Responsibilities
1. Update all Harbour Polices and Regulations as required
2. Ensure all staff relate and enforce Harbour Policies and Regulations.
3. Ability to operate Simply Accounting & all software used by the harbour.
4. Human Resource records kept up to date on a dailv/monthlv basis.
5. Perform annual personnel evaluations for staff in consultation with H.R. Committee.
6. Ability to organize and manage large harbour contracts.
7. Attend monthly board/vision meeting, or special meeting @ Directors request.
8. In their absence, assume Administration & Operation position responsibilities.
9. Drafting and responding to all Harbour correspondence.
10. Purchasing office and wharf supplies.
Work Schedule
The Harbour Manager is a salaried managerial position based on a nominal 8 hour day, Monday thru Friday. The hours required to meet routine activities will at times need to exceed these nominal hours and may be off-set by similar time off such that the similar time off is close to the nominal, including extra logged time.
The Manager will be the first contact call for all after office hours Harbour calls and emergencies.
Special Skills or Training Required
1. Previous managerial experience is required
2. High school education essential, college or post-secondary education desirable.
3. Business management and related courses beneficial.
4. Working knowledge of Labour and Human Relations statutes i.e. ESA, OHSA, HRC, Privacy Act.
5. Knowledge of modern office methods, equipment, and maintenance essential
6. Ability to establish and maintain effective working relationships with harbour users, CRHA Board members and the general public.
7. Ability to organize customer sales and service
8. Knowledge of Fishing and Recreational Harbours Act and Regulations.
Financial Control
1. Under the direction of the CRHA Treasurer, ensures that books and records are maintained in
accordance with Generally Accepted Accounting Principles and in accordance with directives
established by the Campbell River Harbour Authority
2. Ensures that all financial files and records are maintained in good order.
3. Ensures that accounts payable and receivable system is maintained in good order on a regular basis
4. Ensures that invoices for Harbour services are prepared and sent to Harbour users on a monthly basis.
5. Ensures that a collection procedure is in place for outstanding accounts receivable and is carried out in a manner that is equitable for all harbour users.
6. Ensures that internal controls are developed and implemented in the handling of receivables.
7. Ensures all financial obligations of the Campbell River Harbour Authority are met.
8. Ensures adequate cash flow
9. Ensures expenditures are monitored and authorized
10. Controls, authorizes and administers petty cash expenditures.
11. Ensures that revenues and disbursements are administered within budget guidelines approved by the Board of Directors.
12. Ensures that monthly financial statements are prepared and presented to CHA Treasurer for
monthly Board of Director meetings.
13. Prepares annual budget for approval by the Board of Directors
14. Under the direction of the Board of Directors, prepares grant applications to SCH and other
agencies for capital cost expenditures.
15. Gleaned from Simply Accounting, the harbor manager supplies the Treasurer with:
Monthly account reconciliation, with outstanding transaction report.
Monthly income summary report
Monthly transactions by account report
- Monthly income statement reports
16. A copy of the months' account histories, including financial investments, will accompany the monthly reports.
Public Relations
1. Is responsible for the promotion of the Campbell River Harbour Authority through advertising, liaison and development of a good working relationship with government and community agencies, development of a working relationship with harbour users. Issuance of a semi-annual newsletter.
2. Must uphold the mandate of the CHA Mission Statement. "To provide harbour users with secure berthage and support services, recognizing the Canadian Fishing Vessel sector and
encouraging other commercial and recreational patrons to utilize its facilities."
Planning and other:
1. Assists the Board of Directors in the planning and implementation of major capital projects
2. Establishes ongoing communication with various Board Committees and that the business of the Campbell River Harbour Authority is appropriately discussed and carried out.
Personnel:
1. Responsible for the recruiting, selecting, and recommending the hiring of all Harbour Authority staff. in consultation with the H.R. Committee
2. Directly supervises all staff, maintains personnel files and is responsible for the development and submission of performance evaluations to the personnel committee for all staff, upon the
completion of a three month probationary period and thereafter on an annual basis.
3. Ensures all staff is provided training appropriate to their positions and cross training to provide for emergency and holiday relief duties.
4. Ensures that the workload is allocated in an equitable manner and that all deadlines and time frames are met.
5. Under the direction of the CHA Director responsible for Human Resource, ensures that proper action is taken in the event of disciplinary problems.
6. Ensures that shift schedules are prepared to meet the seasonal staffing needs of the Harbour.
7. Ensures all necessary safety training is provided to Campbell River Harbour Authority Staff.
8. Ensures that all personnel carry out the performance of their duties in a professional manner.
9. Ensures that all staff is fully aware of all operational, administrative, financial and personnel
policies and directives as put in place by the Campbell River Harbour Authority and that their
duties are carried out in accordance with these policies.
10. Ensures that all staff is fully aware of their authorities under the Fishing and Recreational
Harbours Act and Regulations and ensures their duties are carried out in accordance with these regulations.
11. Ensures staff meetings on a regular basis.
