PRIMARY PURPOSE
This is a supervisory position responsible for the supervision and delivery of ongoing maintenance of park facilities and grounds, as well as construction and renovation projects, to ensure the British Columbia Wildlife Park meets the high standards of a provincial scale tourist attraction and conservation facility.
The Facilities Supervisor reports to the Facilities and Operations Manager. As a working supervisor, responsibilities include: working with crews; leading and overseeings contractors, supervising Facilities Department staff, such as the Facilities Leaders, Grounds keepers, students, custodians, and volunteers. The Facilities Supervisor is responsible for ensuring all in house construction projects (both new and renovations) are delivered safely and effectively, according to any relevant regulations and completed within schedule and budget, and all park facilities are maintained to a high standard.
MINIMUM QUALIFICATIONS
Education and Experience
- Diploma or Trades Certificate or demonstrated, extensive work experience in a related field, i.e. construction, horticulture, etc.
- 5 years progressively responsible related experience (preferably in construction and/or maintenance in a zoo or park environment) with at least 3 years in a supervisoryleadership role
- Ability to operated small equipment
- Class 5 Driver’s License
- Completion of Criminal Record Check
Knowledge, Skills and Abilities
- Proven leadership skills with the ability to recruit, lead, motivate, train and develop staff
- In depth working knowledge of construction and maintenance techniques and proven ability to train others
- Sound working knowledge of project budget preparation and monitoring for projects
- Ability to interpret plans and technical data, including blueprints and construction documents
· Ability to operate Equipment such as Mini Excavator, Skid Steer, etc…
- Understanding of BC Building Codes, CSA Standards, Safe Working Practices, WCB regulations, and any other relevant regulations
- Understanding of various sub trades, including electrical, mechanical and civil contracting
- Strong organizational skills and good computer skills
- Working knowledge of materials purchasing practices and procedures
- Excellent interpersonal skills
- Good oral communication skills with the ability to deliver safe working practices training to staff as required
- Demonstrated physical ability and in-depth experience of related construction and maintenance skills to function as working supervisor
MAJOR RESPONSIBILITIES
Under general direction, participates in, leads, and oversees work of staff, volunteers & contractors in activities related to construction and maintenance of British Columbia Wildlife Park.
Ensure that facilities staff and volunteers are thoroughly trained in and follow established safe working practices and procedures.
- Assist the Facilities and Operations Manager in providing effective project management of park construction projects, including, planning, design, cost-estimating, construction tasks, timelines and post-construction analysis
- Work within approved budgets and on a timely basis, effectively communicate any necessary budget information to Facilities and Operations Manager throughout the construction and maintenance process
- Schedule park projects, coordinating projects with all other park departments
- Obtain necessary project permits and approvals from city
- Actively contribute to design and budget preparation for park construction projects and renovations
- Participate in researching new construction and maintenance practices, material and equipment to enhance safety and effectiveness
- Prepare project cost estimates
- Establish and maintain effective working relationships with a wide variety of people, including contractors, suppliers, staff and volunteers
- Participate in overseeing work of contractors and provide input and technical advice for various projects on a timely basis
- Maintain accurate work records and plans including “As Built” drawings
- Identify need for and deliver necessary safety training, as well as necessary training on any equipment operation
- Conduct regular safety inspections and assist with development and implementation of effective safety policies and procedures
- Ensure Facilities Department staff are maintaining the maintenance schedules for all park building, structures, vehicles, equipment and grounds
Facilities Department staff receive regular feedback with any performance issues being escalated to the Facilities and Operations Manager
- Provide input to department annual project list and annual goals and objectives
- Maintain an accurate vehicle and equipment inventory
- Develop park security measures, such as security systems and locks, to protect park assets
- Supervise facilities department related support for park special events
- Assist WEVS as necessary and supervise any railway construction activity
- Other specific tasks related to operation of department as assigned
- Recruit, hire, motivate, train and develop staff, according to established collective agreement, ensuring relevant policies and procedures are followed.
- Develop work schedules for facilities staff and approve Facilities Department time sheet logs
- Approve Facilities Department expenditures through purchase order system
- Liaison with City of Kamloops Planning and Development staff
- Prepare construction documents for permit approval
- Participate in Management Team meetings as the departmental representative for the Facilities Department, addressing day-to-day park maintenance and renovation issues which relate to overall park operations
- Ensure employees have the necessary training required to perform their jobs including training of staff for any new or changed services or procedures
- Ensure the development and implementation of efficient and safe work practices and policies including WCB safety and job training
Participation with the Health and Safety Committee and regular safety inspections are completed and deficiencies are corrected in a timely fashion
- Establish and communicate Performance Standards to assigned Facilities Department Staff, ensuring they understand both the department goals and objectives in particular how they relate to the overall BCWP goals and objectives
- Evaluate staff performance on a regular basis, recognizing achievements and making recommendations for changes/improvements where appropriate
- Co-ordinate day-to-day activities to ensure successful completion of tasks
- Recognize potential Employee Relations issues and liaise with employees and General Manager to develop positive solutions
