Disability, Health and Safety Coordinator
Permanent Full-Time, 35 hours per week
2026 Salary: (Grid 5) $39.93 to $47.54 per hour
Location: 25 Central Ave W, Brockville, ON
POSITION SUMMARY:
Reporting to the Manager, Human Resources, the Health, Safety and Disability Coordinator is responsible for coordinating the Counties' disability management, workplace accommodation, and return-to-work programs.
The incumbent provides operational leadership in the administration of occupational and non-occupational illness and injury claims, facilitates the interactive accommodation process, develops and monitors modified work and graduated return-to-work plans, and supports employees, supervisors, union representatives, healthcare providers, and external agencies in achieving timely, safe, and sustainable return-to-work outcomes.
In addition to disability management responsibilities, the coordinator provides administrative and operational support for the Counties' occupational health and safety program, including health and safety documentation, legislative compliance activities, committee coordination, training administration, and incident reporting.
The position promotes legislative compliance, proactive case management, and collaborative workplace practices that support employee wellbeing and organizational effectiveness.
QUALIFICATIONS:
Education, Certification & Licenses
- Post-secondary diploma or degree in Occupational Health & Safety, Human Resources, Wellness, Public Administration, or a related field, or equivalent combination of education and experience
- Certification in Health & Safety (e.g., CRSP, CDMP, or equivalent) considered an asset
- Joint Health and Safety Committee (JHSC) Certification (Part I and II) required or willingness to obtain
- Valid Ontario Class G driver’s license and access to a vehicle (asset)
- Satisfactory criminal reference check
Experience
- Minimum three (3) years of progressive experience coordinating disability management, workplace accommodations, and return-to-work programs.
- Experience administering WSIB claims and occupational/non-occupational disability cases.
- Experience with disability case management principles, third-party disability management processes, and Short-Term Disability (STD) administration, including experience coordinating cases with external disability management providers such as ARC Health or similar service providers.
- Experience reviewing and understanding Functional Abilities Forms.
- Experience working within a unionized environment and applying collective agreement language to accommodation and attendance matters.
- Experience supporting occupational health and safety programs considered an asset.
Knowledge, Skills, Abilities & Competencies
- Demonstrated knowledge of disability management principles, workplace accommodation practices, return-to-work programs, and attendance management processes.
- Thorough understanding of the Ontario Human Rights Code, Workplace Safety and Insurance Act (WSIA), Occupational Health and Safety Act (OHSA), Accessibility for Ontarians with Disabilities Act (AODA), Employment Standards Act (ESA), and other applicable legislation governing workplace accommodation and employee health and safety.
- Working knowledge of WSIB policies, claims management processes, adjudication practices, and employer obligations related to occupational injury and illness claims.
- Knowledge of medical terminology, functional abilities information, workplace restrictions, accommodation planning, and graduated return-to-work principles.
- Understanding of collective agreements, labour relations principles, and the application of accommodation and return-to-work processes within a unionized environment.
- Demonstrated understanding of medical documentation, Functional Abilities Forms, and healthcare recommendations, with the ability to coordinate disability management processes and implement workplace accommodations in accordance with medical restrictions provided by qualified healthcare professionals.
- Strong case management, organizational, and time management skills with the ability to manage multiple active files, competing priorities, and legislated timelines.
- Excellent interpersonal, conflict resolution, and relationship management skills with the ability to build collaborative working relationships with employees, supervisors, union representatives, healthcare providers, insurers, and external stakeholders.
- Strong verbal and written communication skills, including the ability to prepare professional correspondence, reports, case documentation, and recommendations.
- Demonstrated ability to exercise sound judgment, maintain confidentiality, and handle sensitive employee information with tact, discretion, and professionalism.
- Strong analytical, organizational, and problem-solving skills, with the ability to coordinate complex disability management cases, balance competing priorities, and exercise sound judgment within established policies, procedures, and legislative requirements.
- Proficiency with Microsoft Office Suite, electronic records management systems, HRIS platforms, case management databases, and reporting tools.
- Ability to work independently while contributing effectively within a collaborative team environment and supporting organizational goals and service excellence.
SUMMARY OF POSITION RESPONSIBILITIES
Activity 1: Disability Management & Case Coordination (approximately 60%)
- Coordinate the administration of occupational and non-occupational disability cases from initial notification through successful return-to-work.
- Coordinate disability management and case management activities in collaboration with employees, supervisors, Human Resources, union representatives, healthcare providers, third-party Short-Term Disability (STD) providers (e.g., ARC Health), WSIB, and other external stakeholders.
- Coordinate the interactive accommodation and return-to-work process by facilitating communication, obtaining required documentation, scheduling meetings, and supporting implementation of approved workplace accommodations.
- Develop, implement, monitor, and update modified work and graduated return-to-work plans based on medical restrictions and recommendations provided by qualified healthcare professionals.
- Coordinate the collection and maintenance of medical documentation, Functional Abilities Forms, and supporting information required to facilitate disability management and return-to-work planning.
- Monitor case progress, follow up on outstanding documentation, and ensure timely communication with all stakeholders throughout the disability management process.
- Coordinate referrals to third-party disability management resources, rehabilitation providers, ergonomic assessments, and other support services as appropriate.
- Provide administrative and operational support related to attendance management, workplace accommodation, and disability management programs.
- Maintain confidential disability management records and case documentation in accordance with applicable privacy legislation and organizational policies.
- Identify administrative barriers affecting timely return-to-work and recommend process improvements to support effective case management.
Activity 2: Return-to-Work & Claims Administration (approximately 20%)
- Coordinate the administration of occupational injury and illness claims.
- Prepare and submit WSIB documentation, including Employer's Report of Injury/Disease (Form 7) and other required documentation.
- Liaise with WSIB Case Managers, third-party disability providers, healthcare professionals, insurers, rehabilitation consultants, and internal stakeholders regarding claim status and return-to-work planning.
- Monitor claim status, timelines, and documentation requirements to ensure legislative and organizational compliance.
- Coordinate documentation required for appeals, reconsiderations, and claim reviews as directed.
- Prepare disability management metrics, reports, and statistical information related to claims, absences, and return-to-work outcomes.
- Assist in identifying trends and opportunities to improve disability management processes and support successful employee reintegration.
Activity 3: Health & Safety Program Support (approximately 10%)
- Coordinate health and safety training records.
- Support Joint Health and Safety Committee administration.
- Maintain inspection, incident, and corrective action records.
- Assist with workplace inspections and investigations as required.
- Support development and distribution of safety communications.
- Maintain health and safety documentation and compliance record
- Supporting/Providing ergonomic assessments
Activity 4: Compliance, Reporting & Program Administration (approximately 10%)
- Maintain compliance with applicable legislation, collective agreements, and organizational policies.
- Prepare reports related to disability management, attendance, accommodations, and health and safety.
- Maintain confidential records in accordance with MFIPPA and records retention requirements.
- Assist with audits, Ministry inspections, and internal reviews.
- Participate in policy development and continuous improvement initiatives.
- Deliver orientation and education related to disability management and accommodation processes.
Note: Time allocation may vary based on operational and departmental requirements.
LEGISLATIVE REQUIREMENTS
- Perform duties in compliance with all applicable Federal and Provincial legislation, Municipal Acts, By-Laws, and organizational policies
- Maintain confidentiality in accordance with MFIPPA
- Adhere to Occupational Health and Safety Act requirements and safe work practices
- Comply with Workplace Safety and Insurance Act, Human Rights Code, Employment Standards Act, AODA, and other relevant legislation
- Fulfill responsibilities under the organizational Emergency Plan
- Frequent interaction with employees, supervisors, managers, union representatives, and external stakeholders including external agencies and Ministry personnel.
- Requires tact, discretion, and judgement when handling sensitive or confidential matters
- Regular exposure to potentially sensitive or emotionally charged situations
PHYSICAL SKILLS
- Requires sustained attention to detail, concentration, and accuracy
- Regular use of office equipment with moderate coordination and keyboarding requirements
- Occasional movement between office and operational worksite environments
WORKING CONDITIONS
- Primarily office-based environment with regular travel to Counties worksites including administrative offices, public works facilities, and long-term care environments
- May occasionally work in environments with exposure to outdoor weather conditions, uneven terrain, operational equipment, or construction areas during inspections or investigations
- Frequent interruptions and competing priorities
- Occasional work outside normal business hours to support investigations, training, or operational requirements
- 35 hours per week
