Position Summary:
We are seeking a highly specialized Procurement Manager with proven experience in North American EPC environments and Middle East mega-projects to lead end-to-end procurement execution from FEED through project close-out.
The ideal candidate will demonstrate advanced proficiency in internal procurement governance frameworks, Total Cost of Ownership (TCO) modelling, and SmartPlant Materials (SPM) while managing complex sourcing strategies involving trade compliance, domestic-content regulations, and long-lead equipment procurement.
The role also encompasses full post-order procurement execution, including supplier kick-offs, expediting, logistics and customs coordination, inspections, warranty management, and close-out through to final documentation and reporting. This includes managing activities from award to close-out in compliance with contractual, technical, cost, and schedule requirements; coordinating cross-functional teams (Engineering, Project Controls, Quality, and Construction); and overseeing vendor documentation, approvals, and change orders. It also involves risk-based expediting and supplier monitoring (including site visits and FATs), resolution of quality issues, and implementation of mitigation actions. In addition, the role ensures alignment of deliveries with construction schedules and manages warranty and close-out activities, including claims, documentation, and performance reporting.
Key Responsibilities:
- Lead value engineering during FEED phases using internal procurement playbooks, delivering cost optimization analyses including: Material price indices, FX exposure, logistics strategy, duties, and modularization.
- Develop and present TCO-based sourcing recommendations for approval, incorporating: Inflation Reduction Act (IRA) incentives, domestic content bonuses, and duty-drawback strategies.
- Execute procurement activities using structured Sourcing Gate governance frameworks with strict adherence to audit and approval protocols.
- Maintain complete procurement traceability within SmartPlant Materials (SPM) and ERP systems (SAP / IFS).
- Lead supplier qualification using ESG, HSE, and risk-based onboarding frameworks.
- Shortlist and evaluate suppliers using performance analytics (FAT, NCR, OTD metrics) and develop risk-based award strategies.
- Manage procurement for global supply chains spanning North America and Middle East markets, including experience with: Regulated projects, Multibillion dollar refinery and gas plant developments.
- Develop and negotiate contracts using advanced clause structuring frameworks, including liquidated damages (LDs), warranties, performance guarantees, IP protection, and cybersecurity provisions.
- Apply internal contract playbooks to ensure commercial risk mitigation and compliance.
- Lead procurement execution for long-lead equipment, including Transformers, GIS, compressors, pumps, and heat exchangers.
- Apply risk-based expediting models to track supplier performance and mitigate delays.
- Coordinate Factory Acceptance Tests (FATs) and supplier inspections.
- Report monthly KPIs: Cost savings vs. baseline, on-time delivery, NCR rates, change orders, warranty performance.
- Develop and maintain North America Procurement Procedures, including Version control, training programs, and system governance.
- Train procurement teams on internal tools and compliance frameworks.
Required Qualifications:
- Bachelor’s Degree in a relevant field.
- Certified Supply Chain Professional (CSCP)– CPD UK. (Mandatory).
- Six Sigma certification in Supply Chain or equivalent (Required).
- Minimum 5+ years of procurement experience in EPC/Oil & Gas projects.
- Demonstrated experience on multi-billion-dollar projects (>USD 2B) in: LNG, gas plants, or refinery environments.
- Proven track record working with Middle East national oil companies (e.g., ARAMCO).
- Experience operating in both: North American procurement environments and International EPC execution models (Middle East preferred).
- Advanced proficiency with SmartPlant Materials (SPM) is required.
- Advanced proficiency with ERP platforms: SAP and/or IFS.
- Strong expertise in: TCO modelling tools, Procurement analytics and KPI reporting and Supplier performance database utilization.
- Experience supporting startups or newly established procurement organizations in North America.
- Background in developing procurement training programs and onboarding frameworks.
- Experience securing manufacturing slots with OEMs for long-lead equipment in North America.
