The Opportunity and Position Summary:
Join Tahltan Nation Development Corporation (TNDC) welcomes all qualified candidates to apply for the exciting position for Pre-Construction & Estimating Manager.
You, the Candidate:
As the Pre-Construction & Estimating Manager you will drive the estimating and proposal function across heavy civil, earthworks, and mining projects—turning opportunities into successful bids. Reporting to the Director, Business Development, you will lead pursuits from early strategy through to submission, bridging the gap between pre-construction and execution. Working closely with construction and estimating teams, you will develop accurate, constructible, and competitive proposals that position the company to win and support long-term, sustainable growth.
What You Will Do and Core Responsibilities:
- Client Engagement & Strategic Bidding and work in lockstep with the Director, Business Development to translate high-level client relationships and market intelligence into targeted, winning bid strategies.
- Lead the development of compelling proposal narratives, ensuring that TNDC's unique value propositions, risk mitigation strategies, and project-specific "win themes" are woven throughout the technical submission.
- Act as a key technical representative in client-facing meetings, pre-bid interviews, and negotiation sessions, building trust through deep constructability knowledge and commercial acumen.
- Shift the departmental focus from simply "pricing the work" to "selling the solution," tailoring each proposal to address the specific pain points and operational priorities of the client.
Estimating & Bid Preparation
- Analyze plans, specifications, proposals, and other documentation to prepare bid estimates for projects.
- Perform complete estimates on selected projects consisting of project site visits, quantity take-off, pricing, and presentation of the estimate for management review.
- Supervise and perform quantity take-offs for all areas of the estimate while ensuring the take-off is well notated for hand-over to the project team.
- Ensure all estimates include safety and environmental requirements required by TNDC policies and applicable legislation.
- Prepare conceptual estimates by interpreting historical data.
- Research and analyze cost data for review and presentation to management.
- Proposal Management & Quality Control
- Supervises the solicitation of trades regarding bid invitations, pricing, addenda, and tender/bid closings, prioritizing local and Indigenous partnerships where applicable.
- Interfaces and communicates effectively (written and oral) with the estimating team, construction team, all levels of management, clients, and industry contacts.
Process Improvement & Leadership
- Implements standardized estimating and proposal frameworks.
- Researches and analyzes cost data for review and presentation to management.
- Establishes and maintains a comprehensive historical cost database and estimating library.
- Provides leadership, guidance, and mentorship to contracts and project personnel by sharing commercial expertise, risk management strategies, and industry best practices.
QUalifications:
- Post-secondary education in Construction Management, Engineering, Estimating, or a related field, with 5–10 years of estimating experience (preferably in BC’s heavy civil or mining sectors)
- Strong knowledge of construction practices, methods, and equipment in remote or rugged environments, with the ability to interpret complex drawings, specifications, and multi-phase or joint venture bid documents
- Proficiency in MS Office, Heavy Bid, and contract/document management systems
- Demonstrated leadership experience with the ability to mentor and guide estimating or commercial teams
- Excellent communication skills, with the ability to influence stakeholders and clearly articulate bid strategies
- Strong analytical, problem-solving, and decision-making abilities in fast-paced, high-pressure environments
- High level of professionalism, integrity, and sound judgment, with a commitment to confidentiality

WORKING CONDITIONS:
- This position is based in Vancouver, B.C., and it will require frequent travel to active project locations within Tahltan Territory and other remote/industrial sites, including occasional travel to other offices.
- Workloads may fluctuate around major bid deadlines.
- Flexibility is required to accommodate different time zones or urgent tasks.
- Willingness to work occasional weekends, evenings, or extended hours to meet deliverables in busy peak times.
- Ability to manage stress and perform effectively under pressure.
CONDITIONS OF EMPLOYMENT
- Pre employment drug and alcohol screening and fitness for work assessment is required for site access
- Valid class 5 driver’s license and abstract, and willingness to travel as required.
