The Planning Coordinator will be responsible for conducting research and compiling information related to land use planning, zoning, consent, part lot control, site plan and subdivisions. This role will assist with the preparation of departmental reports and complete financial administration for developments and special projects.
Reporting To: Manager of Development Services / Chief Building Official
Responsibilities:
1. Conduct research and compile information related to land use planning, zoning, consent, part lot control, site plan and subdivision, severances
2. Prepare encroachment agreements, record and review expiry dates and prepare renewals
3. Prepare zoning by-laws for "holding" designations, part lot control and deeming
4. Review and process a variety of planning applications, Official Plan amendments, zoning amendments, consents, and minor variances and liaise with the County Planner
5. Accept development applications and other planning documents and submissions, sign declarations, confirm severance conditions, create response letters etc.
6. Coordinate the site plan process inclusive of preparing draft agreements, draft by-laws etc.
7. Coordinate zoning and mapping updates with the local Official Plan and Zoning By-Law
8. Respond to public inquiries and provide information related to general planning, applications, Official plan, zoning, and related matters
9. Post notices and decisions from the Planning Advisory Committee and Committee of Adjustment on the municipal web site, act as secretary for the Committee
10. Provide planning related information to legal professionals, representatives of government agencies and real estate office and for the general public
11. Digitize new development files in order to streamline workflow process and enhance service levels
12. Liaise with staff regarding Official Plan and Comprehensive Zoning By-Law reviews during life cycle and maintenance updates as required
13. Liaise with the municipal solicitor, government agency representatives and representatives of the land registry office to communicate and request information
14. Complete general administrative support responsibilities - i.e. correspondence, report writing, document generation, research, financial administration, interaction with stakeholders, coordination of meetings, budget preparation, minute taking for development team and developer meetings etc.
15. Updates information on the municipal website
16. Comply with Municipality of Kincardine policies and procedures
17. Perform other tasks as assigned by management
Education & Experience Requirements:
- Post- secondary education in a related discipline i.e business, public administration, geography, urban planning, GIS
- Two (2) years of experience in a municipal environment
- An equivalent combination of education and experience may be considered
Required Knowledge, Skills & Competencies:
- Working knowledge of Official Plans, Comprehensive Zoning By-Laws, and other relevant regulations and/or legislation would be considered an asset
- Knowledge of planning principles, practices, procedures, standards, and relevant legislation
- Previous experience using Geographical Information System (GIS)
- Well-developed organization and communication skills
- Ability to work independently and take initiative
- Good interpersonal and customer service skills
- Excellent interpersonal skills with the ability to deal courteously and effectively with the public, staff, developers, and councillors
- A demonstrated work history that highlights teamwork and a positive attitude
- Proficient in Microsoft Office (Word, Excel and Outlook)
