The incumbent will manage all aspects of road access approvals and road classification for all areas within the Provincial Right-of-Way. Oversee the review and approval of all public and private subdivision developments within the provincial jurisdiction. Overseen the review and approval of storm water management plans related to commercial of multi-unit residential development. Provide expertise and support for transportation and traffic related studies, reports and projects
Duties will include but are not limited to:
- Oversee the approval of design proposals for new subdivision developments throughout the Province, including approval of highway access(es) and entrance ways for said subdivisions;
- Review and make recommendations related to the approval of plans for new entrance ways proposed for establishment on Arterial and Seasonal Highways;
- Issue Highway Access Permits on Arterial and Seasonal Highways;
- Assist the Traffic Operations Engineer to provide recommendations to the Deputy Minister, Chief Engineer, Regional Engineers and other Departments, such as The Department of Housing and Communities, Land and Environment, regarding changes in road classifications; including the preparation of memos to Executive Council for review and approval;
- Supervise the approval and establishment of all accesses and newly established entrance ways on the Provincial Highway Network (i.e., agricultural entrance ways, etc.)
- Oversee the duties related to the review and approval of both Public and Private residential subdivisions within the jurisdiction of the Province to ensure that roadways constructed meet the minimum design standards;
- Ensure that policies and guidelines related to the design and construction of residential subdivisions are updated to reflect the current Canadian standards for road geometry and design;
- Work with the related departments, such as the Department of Housing and Communities, Land and Environment etc., to develop and implement actions and/or policies aimed to reduce the environmental impact of residential subdivision developments and address climate change impacts;
- Work with the Traffic Operations Engineer, Traffic Analytics Engineer and Chief Engineer in the preparation and review of transportation engineering, planning and economic studies and/or reports including:
- Site impact analysis, trip generation studies, highway capacity analysis, traffic delay studies etc.
- Oversee the duties related to the review and approval of Storm Water Management Plans (SWMP) for public and private residential subdivisions, and the development of commercial and large residential properties within the jurisdiction of the Province of PEI;
- Ensure that policies and guidelines related to the design of SWMP’s are updated to reflect the current standards of practice.;
- Work with the related departments, such as the Department of Housing, Land and Communities and the Department of Environment, Energy and Climate Actin, to develop and implement actions and/or policies aimed to improve storm water management for development within the Provinces’ jurisdiction
- Other duties as required.
Minimum Qualifications:
- Must have University Degree in Engineering (preferably Civil Engineering) and hold a Professional Engineer designation (P.ENG) or must have an Engineering in Training (EIT) with a masters degree in a relevant field.
- Must be eligible for registration with Engineers PEI (APEPEI).
- Additional training or specialized course work in Traffic Engineering, Transportation Planning, Hydrology, Hydraulic design of stormwater systems and detention/retention ponds, etc. would be considered and asset;
- Demonstrated equivalencies will be considered.
- Experience in staff supervision, coordination & evaluation of assigned work;
- Experience in management of computer system development, maintenance, operation, QA/QC and reporting is preferred;
- Experience and knowledge of financial and budget procedures within government would be considered an asset;
- Must have a comprehensive working knowledge of Microsoft Excel, Access and Microsoft Word;
- Having a working knowledge of PCSWMM, Geographic Information Systeme (GIS) /Arcview, Culvert Master, AutoCAD Civil 3D, and Storm and Sanitary Analysis (SSA) would be considered an asset;
- Must have strong skills in statistical analysis and comprehension of the results;
- Must have excellent oral and written communication skills;
- Working knowledge of highway construction and maintenance methods and procedures, and economic impact of each.
- Access to reliable transportation and an acceptable driving record with clean abstract.
- The successful candidate must provide a current and satisfactory Criminal records check (CRC).
- The successful candidate must provide a current hearing test.
