Tsawwassen First Nation (TFN) is a proud Coast Salish nation with our land base situated in Tsawwassen, B.C. In 2009, the Tsawwassen First Nation Final Agreement came into effect – this treaty was the first modern urban treaty in BC and the first treaty to be successfully negotiated through the BC Treaty Commission process. The Treaty provides us municipal, provincial and federal types of jurisdiction over a land base of 724 hectares.
Tsawwassen First Nation is a full member of Metro Vancouver, the first First Nation to do so. We are going through a period of revival and renewal as we plan our future and seek opportunities to sustain our growth physically, economically and culturally, for present and future generations.
Position Summary
Reporting to the Manager of Government and Legislative Services, the Leaseholder Relations Coordinator (the “Position”) is responsible for providing interdepartmental coordination, strategic advice, and policy development related to Tsawwassen Government’s local government responsibilities and treaty obligations to leaseholders. The Position serves as the lead on matters related to TFN’s leaseholder community, coordinates representation and participation of leaseholders in Tsawwassen Government decision-making, and develops and oversees processes for responding to feedback and service requests from residents and leaseholders on Tsawwassen Lands.
Working Relationships
The position works collaboratively as part of the Leaseholder Relations team, reporting to the Manager of Government and Legislative Services. The position must maintain effective working relationships with elected and appointed officials of Tsawwassen Government, external consultants, and legal counsel. The position will work closely with other Tsawwassen Government departments, particularly the Lands and Municipal Infrastructure departments. The position will also establish strong working relationships with Tsawwassen Members, leasehold residents and commercial and industrial leaseholders.
DUTIES AND RESPONSIBILITIES
- Develop and maintain expertise in Tsawwassen Government’s obligations to leasehold residents and leaseholders under the Final Agreement
- Build and maintain relationships with the leaseholder community, key individuals, and other organizations, including other governments where appropriate
- Serve as a key point of contact for leasehold residents
- Lead Tsawwassen Government’s consultation with leasehold residents by coordinating the Leasehold Residents Advisory Committee (LRAC) including by preparing meeting agendas and minutes and working with other Tsawwassen Government departments to address action items arising from meetings
- Lead consultation efforts and communications to accommodate the growing leasehold resident population on Tsawwassen Lands and ensure participation and representation for these residents in Tsawwassen Government decision-making as required under the Final Agreement
- Receive, prioritize and coordinate responses to leasehold resident and other leaseholder queries and comments related to Tsawwassen Government’s local government and landlord obligations
- Working with other Tsawwassen Government departments, develop implement, and optimize processes for receiving, tracking, and responding to specific service requests from leasehold residents and other leaseholders
- Coordinate, research and recommend public policy positions, communications and briefing materials to advance TFN interests on local government issues and ensure compliance with the Final Agreement, Tsawwassen law, and lease agreements
QUALIFICATIONS & SKILLS
A degree in communications, public relations, public administration, public policy, or related field is desirable
- Experience related to the duties listed above, with experience leading consultations, developing policy options and coordinating communications in a local government or municipal context considered an asset
- An equivalent combination of experience and education may also be considered
- Knowledge of, or experience working with, First Nations communities and governments – familiarity with the activities and culture of TFN is considered an asset
- Excellent written and interpersonal communication skills, preferably with experience writing concise and accurate briefing material to support decision-making
- Conflict resolution skills
- Experience leading, facilitating and managing projects
- Capacity to respond quickly to changing demands and priorities under tight deadlines
- Ability to exercise good judgment, tact and diplomacy.
- Experience working with SharePoint and/or Tempest Suite would be an asset
WORKING CONDITIONS
- Work is performed primarily indoors in an office environment – a hybrid work model that includes both in-office and remote work can be accommodated. Off-site travel is occasionally required to attend meetings, committees, conferences, and training events. Evening work may be required
COMPENSATION
- $40.02 to $44.73 per hour based on a 37.5 hour work week (e.g. $78,039 to $87,223 per annum). Placement within the pay scale is based on a review of skills, experience and internal equity
