What you will do:
Reporting to the Manager, Transportation Operations, your primary responsibilities will include, but are not limited to, the following:
- Schedule the day to day operations for summer and winter road maintenance operations, through issuance of work orders and restoration sheets.
- Supervise the day to day field activities of the landscape or asphalt activities.
- Supervise activities to ensure compliance with Occupational Health & Safety Act, Ministry of Transportation requirements, policies, procedures and specifications.
- Supervise, orient, train and develop operational staff to provide outstanding service delivery.
- Provide ongoing performance feedback and coaching for work section.
- Support recruitment and orientation activities for the work section as necessary.
- Assist with procurement of contracted services.
- Assist with preparation of Standard Operating Procedures for various operational activities.
- Remain apprised of new technologies in road maintenance and winter control operations.
- Invoice for services provided to developers or other land owners.
- Assist Manager with various activities, includes winter control – salt management planning.
- Planning, scheduling, prioritizing and supervising the day-to-day operations of summer and winter road maintenance operations – including traffic, asphalt and concrete, landscaping and sweeping operations.
- Provide cost estimates for transportation infrastructure, service delivery and in-house maintenance projects.
- Assist with preparation and up-keep of Standard Operating Procedures for various operational activities.
- Provide support through equipment purchasing, service invoicing and related financial matters.
- Participate in special projects related to parks infrastructure, event delivery and support of operations.
- Other duties as assigned.
What you will bring:
- Post-secondary diploma in Civil Engineering Technology, Transportation or related field with a minimum of five (5) years’ experience in transportation related maintenance and operations (landscape, traffic, asphalt); consideration will be given to candidates with equivalent combination of education and experience.
- Minimum of two (2) years supervisory or lead hand experience in a unionized environment with excellent leadership and interpersonal skills.
- Preference given to Certified Road Supervisor (CRS) designation with AORS or certified members with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT).
- Must have successfully completed the “A practical Guide to Signs and Markings” course through International Municipal Signage Association (IMSA) or “Signs & Lines” course provided by Ontario Good Roads Association (OGRA).
- Must hold a valid certificate in Book 7 training on “Traffic Protection and Control” within the last three (3) years.
- Must be familiar with and able to apply the Ontario Traffic Control Manual for Roadway Work Operations.
- Must have a working knowledge of City policies as they relate to road closures and detours.
- Valid 'DZ' class drivers license in good standing with driver’s abstract acceptable to the City (maximum of 3 demerit points; maximum of 2 convictions within the previous 36 months; no driving related criminal code convictions within the previous 36 months; and no ignition interlock restrictions) is required to perform the job. Candidates without a valid 'DZ' class drivers license willing to obtain within 6 months of hire at their own cost may be considered.
- Thorough knowledge of road maintenance and winter control operations, maintenance standards, specifications, equipment, materials and techniques.
- Ability to interpret construction drawings and survey knowledge.
- Must have demonstrated knowledge of fundamental engineering concepts relating to design and construction process and procedures.
- Must have the ability to exercise discretion and judgement in decisions related to operational function.
- Proven ability to lead and direct staff according to the City’s Vision and Values.
- Comprehensive knowledge of the Occupational Health and Safety Act including actual and potential hazards associated with road maintenance and winter control operations.
- Ability to establish, monitor and control costs.
- Excellent written communication skills; ability to prepare accurate reports and tender or quote documents.
- Effective communication and interpersonal skills and commitment to outstanding customer service to deal efficiently and effectively with City staff from all levels, external agencies and the public.
- Excellent computer skills including experience with computerized maintenance management systems (e.g. Maximo).
- Ability to identify and safely respond to workplace hazards in summer and winter control operations.
- Ability to effectively interact with City staff, local event groups, external agencies, the public, and other invested parties.
- Proficiency with MS Office, ACTIVENET software and ability to use/learn database programs such as MAXIMO.
- Strong commitment to delivering quality customer service.

What we will require:
- A Criminal Record and Judicial Matters Check satisfactory to the City.

- Flexibility to work varied and additional hours including rotating on-call shifts and winter control shifts – this role will be required to work rotating shifts.
