PRIMARY PURPOSE
Provides senior-level technical expertise and guidance in the design and execution of the Document & Records Management (DRM) framework, with a focus on systems, architecture, and process optimization, including knowledge and content data management programs. Manages the lifecycle of corporate content and drives organization-wide information activities, ensuring compliance with legal, regulatory and operational requirements. Leads cross-functional initiatives and facilitates collaboration between departments to improve corporate knowledge and information management. Designs, improves and implements DRM architecture, processes and technical solutions. Promotes a culture of quality through training, mentorship, and alignment with organizational objectives and industry standards.
KEY ACCOUNTABILITIES
Provides technical leadership and expert guidance in developing and executing DRM goals and long-term initiatives, with a focus on system design, process engineering, and technical enablement. Supports the Manager in aligning resources and cultural adoption.
Serves as the subject matter expert and primary advisor on information, document, records, knowledge, and unstructured data management across the organization.
Directs DRM transformation activities using a structured framework to ensure consistent and efficient implementation.
Leads the design, implementation, and continuous enhancement of DRM processes, taxonomies, and system tools, ensuring alignment with quality and regulatory requirements.
Guides the implementation and optimization of enterprise content management (ECM) systems and related technologies, ensuring usability, consistency, and security of content data within controlled digital environments.
Provides expert knowledge in content architecture, data representation, and computation to foster effective knowledge and information sharing, supporting inter-application integration to maximize value.
Develops and maintains the full information and content lifecycle, from capturing and structuring to utilization and obsolescence.
Oversees the development and optimization of DRM performance metrics and tools, recommending improvements to drive operational excellence and continuous improvement.
Builds strong partnerships with DRM stakeholders, including information originators, end users, system developers and administrators, to ensure integrated, consistent, and efficient information practices corporate wide.
Recommends and facilitates the development of knowledge, information, and records management policies and procedures to ensure compliance.
Ensures adherence to QMS, DRM, and regulatory standards through oversight of data origination, verification, audit, and compliance processes.
Evaluates compliance with provincial, federal, and industry requirements, initiating corrective and preventive actions as needed.
Leads cross-functional teams in root-cause analysis for DRM-related issues, corrective and preventive action processes, and sustainable solution development.
Aligns information management practices with organizational objectives, QMS requirements, and industry best practices.
Leads and manages departmental and interdepartmental projects involving research, analysis, audits, and forecasting.
Supports information stakeholders, including Executive Senior Leadership Team, information owners, and leads, through coaching, guidance, and training.
Coordinates with TransLink, CMBC, peer transit agencies, and government organizations to capture and institutionalize information management best practices as corporate knowledge.
Collaborates Technical Writing, Records Management and relevant teams to advance content management toward a data-driven model by applying intelligent structures and metadata, enabling content to be transformed into usable data objects that support automation and decision-making.
Manages reporting staff, including selection, development, coaching/mentoring, managing performance, and all other people management practices.
