PRIMARY PURPOSE
The Civil Engineer applies engineering and technical expertise to conduct condition surveys, evaluations, and maintenance for buildings, bridges, elevated guideways, and railway structures. This role is integral in ensuring the safe and efficient delivery of rail transportation services within a multi-jurisdictional environment.
KEY ACCOUNTABILITIES
Oversees the Annual Structural Inspections Program, plans, and coordinates field inspection work, reviews inspection reports, and prioritizes structural repair work as required.
Ensures structures are well-managed and in a state of good repair; identifies areas susceptible to structural issues and initiates detailed inspections and testing as required.
Coordinates the investigation of failures and other technical problems encountered in guideway structural elements, including assessment of the parts involved, analysis of the performance of guideway structural elements, and coordination of testing conducted by consulting engineers.
Supports the development of the data management strategy and data requirements to integrate inspection results into the BCRTC Enterprise Asset Management System.
Participates in the development and refinement of asset management and maintenance strategies. Supports the development and implementation of the asset management and capital replacement plans. Participates in the development and refinement of engineering standards, policies, and procedures for asset maintenance and projects to ensure alignment with regulations, codes, and industry best practices.
Provides advice and guidance to engineering, asset management, asset maintenance, and capital projects on quality assurance, compliance assurance, and asset performance. Identifies asset problems and provides technical solutions. Supports the investigation of significant failures and conducts root cause analysis. Ensures effective communication with all stakeholders.
Provides technical support to capital and non-capital projects of moderate to high risk and complexity. Reviews and makes recommendations on the approval of the technical specifications, drawings, and documentation regarding assigned projects and responds to technical service requests with technical change instructions as required.
Develops and maintains professional and trustworthy working relationships with stakeholders in BCRTC and across the enterprise.
Liaises with the TransLink Infrastructure Management and Engineering teams on various partner projects to assess the impacts and potential long-term effects on Skytrain infrastructure.
Assists in the analysis of Contractor tender documents for various projects. Prepares cost estimates, material selection, and manpower requirements for assigned projects and administers contracts awarded to outside agencies.
Reviews and makes recommendations for updates to operating and maintenance documents in the technical area and ensures that field changes are incorporated into original drawings and kept on file.
