Consider this exciting opportunity to work with the Ministry of Health, Provincial Programs Branch where you will play a vital role in planning, designing, developing and delivering ministry and provincial initiatives for acute care and chronic disease programs and services across the province.
About the Provincial Programs Branch
Provincial programs are life-saving, highly specialized and emerging clinical health services that require provincial leadership, governance and coordination to meet the health care needs of Ontarians.
In this role, you will:
- lead the development and implementation of policies and programs, ensuring they meet strategic objectives and best practices.
- manage program and policy planning, including trend analysis, evaluation, stakeholder consultations, and risk analysis.
- conduct research to support funding models and service delivery, consulting with various stakeholders and counterparts.
- ensure policy recommendations consider funding, governance, stakeholder needs, and implementation issues.
- prepare legislative documents, risk assessments, interprovincial agreements, and cabinet submissions.
- advise and consult with stakeholders to align them with ministry goals and priorities.
- address program issues, develop solutions, and prepare analyses and communications for issues management.
- build relationships with stakeholders, consult on policies, gather intelligence, and resolve issues.
- provide input into strategic planning and coordinate information for senior management, staying updated on relevant developments.
You have:
- experience developing accountability agreements and contracts with service providers.
- ability to conduct contract negotiations with service providers and stakeholders.
- experience resolving complex or contentious issues in contract management.
- experience in the development of program models and design of operational policy.
You have:
- experience using analytical and problem-solving skills to identify issues and provide advice and/or develop solutions.
- ability to assess the effectiveness of policies/programs against Ministry initiatives and goals.
- knowledge of risk management to evaluate impacts of proposed changes to policy and programs.
- experience interpreting legislation (e.g. Health Insurance Act), regulations, and policies.
You have:
- experience developing and maintaining relationships with stakeholders.
- experience leading negotiations with stakeholders on contracts and accountability agreements.
- ability to work collaboratively to resolve contract issues, negotiate changes and shifts in priorities.
- communication skills to draft reports, prepare briefings and correspondence on complex matters using standard computer software (e.g. Excel).
You can:
- plan and manage projects and initiatives from inception to completion.
- provide guidance/supervision to other policy analysts and work teams.
You have:
- demonstrated experience analyzing and developing funding requirements with service providers.
- ability to develop proposals and funding recommendations.
