PRIMARY PURPOSE
Provides senior leadership and strategic guidance to ensure the performance, security, and cyber security of BCRTC’s operational technology infrastructure and systems engineering. This multifaceted position encompasses accountabilities for all aspects of signaling and telecom engineering, operational technology cybersecurity, strategic management initiatives, and overseeing the state of good repair for critical systems required to operate safe and reliable revenue service. Additionally, the position will provide strategic oversight of systems capital programs by offering senior decision-making at the sponsor level for programs and projects.
KEY ACCOUNTABILITIES
Participates as a member of the department leadership team, supporting the Director in development of department plans, and sharing accountability for department achievements. Leads the development of business unit goals, objectives, plans, and budgets in support of Engineering strategies and objectives. Manages and coordinates, through subordinate level staff and Lead Engineers, the work plans, processes, goals, objectives, policies, and procedures for the various Engineering Disciplines.
Provides senior level leadership and oversight to the Signaling and Telecom Engineering, OT environment including network, system security, disaster recovery systems and access control strategy for BCRTC’s critical operational systems. Ensures the reliability, availability, maintenance, and safety of BCRTC assets, including monitoring of staffing levels, resources, inventory and budgets.
Guides corporate security governance processes, chairs the OT Security working group, and leads the Systems Security team for OT security program and project priorities. Guides and manages operational security and risk management awareness training programs for all employees, contractors, and approved system users of BCRTC Operational Technology.
Develops an OT security vision, strategy, framework, and roadmap aligned with organizational priorities to enable and facilitate the organization's business objectives, ensuring senior stakeholder buy-in and mandate. Manages security incidents and events to protect operational assets, the safety of staff/customers, and the company's reputation.
Guides BCRTC and executives to prioritize security, SOGR initiatives, and spending based on relevant business risk, legislation, regulatory compliance, financial implications, and alignment with the corporate strategic plan. Establishes annual and long-range security and compliance goals, defines security strategies, metrics, reporting mechanisms, and program services, and creates maturity models and a roadmap for continual program improvements.
Provides senior guidance in developing policies, procedures, tools, and technologies based on industry standards, best practices, and to support compliance with regulatory and legislative requirements such as APTA, government, and NIST. Implements changes to current practices and manages associated implementation and internal communication.
Provides area-specific input to overall maintenance strategic planning, including the Annual Maintenance Plan (AMP), Asset Renewal Plan (ARP), and capital replacement plans. Develops operating plans, strategies, and budgets to support the achievement of corporate strategies, and oversees departmental performance. Participates in the 5-year AMP planning forecast.
Provides senior level leadership and expert level engineering expertise to support the maintenance division through innovation, day-to-day solutions in the pursuit of continuous improvement. Responsible as the Center of Discipline Engineering Competency for respective assets and acts as the authority over asset configuration and engineering change control process. Provides Engineering project support to AIO through a Service Level Agreement.
Provides senior leadership to asset life cycle management and practice through life cycle planning, cost and performance analysis, RAMS and FRACAS management, KPIs and Metrics utilizing effective asset management systems.
Provides senior-level guidance and support for capital and non-capital projects of high complexity and risk, making decisions outside the project team's authority. Authorizes capital projects based on their mandate and business case, approves, and authorizes funding within the program, manages strategic risks, and ensures benefits realization and successful delivery.
Provides oversight of operational system configuration management and ensures proper approval processes are followed. Serves as the Chair of the Systems Change Management Panel.
Represents BCRTC engineering and develops strong partnerships with key stakeholders in BCRTC, across the enterprise, and externally. Participates in committees such as BCRTC IT Governance Committee and BCRTC Security Working Group. Manages contracted services provided by external sources as required.
Represents the maintenance division and develops strong partnerships with key stakeholders within BCRTC, across the enterprise, and externally. Participates in committees such as Business Leadership and BCRTC Security Working Group.
Provides broad direction, coaching development, and performance management for reporting members, and also oversees business unit practices, ensuring adherence to best practice in people management. Ensures business unit is appropriately staffed to address service needs and achieve business goals.
Participates in the collective Bargaining and grievance process when applicable.
