Job Title: Industrial Relations Manager

Our client is seeking an experienced Industrial Relations Manager to join a major industrial construction project in Edmonton, Alberta. This role is a key member of the Construction Site Management Team and serves as the primary advisor on labor and industrial relations matters, supporting a productive, safe, and stable project environment.
What's the Job?
- Administer and ensure compliance with Collective Agreements, Project Labour Agreements (PLAs), employment standards, and applicable labor legislation.
- Act as the primary liaison between project management, contractors, labor providers, unions, employees, and regulatory agencies.
- Build and maintain effective relationships with Building Trades Unions, labor organizations, contractors, and workforce representatives.
- Monitor labor market trends, workforce availability, wage structures, and labor-related risks impacting project execution.
- Lead or support negotiations for Project Labour Agreements and other project-specific labor arrangements.
- Represent the organization in labor-management meetings, mediations, arbitrations, and dispute resolution processes.
- Manage grievance procedures and conduct investigations related to workplace disputes, employee concerns, and labor relations matters.
- Develop strategies to minimize labor disruptions and support workforce stability.
- Hold contractors accountable for fair, compliant, and effective workforce practices.
- Support workforce planning initiatives to maximize labor productivity and project performance.
- Develop and implement labor relations policies, procedures, and workforce programs.
- Oversee workforce initiatives, including accommodation arrangements, Living Out Allowance (LOA), transportation, and site access requirements.
- Lead monthly labor relations meetings and provide training and guidance to project stakeholders.
- Prepare labor relations reports, labor metrics, and recommendations for project leadership and senior management.
- Maintain accurate records of negotiations, grievances, labor activities, and dispute resolutions.
What's Needed?
- Postsecondary education in Industrial Relations, Human Resources, Business Administration, Law, Labor Studies, or a related discipline.
- Professional HR, Labor Relations, or Industrial Relations certification is considered an asset.
- Minimum 20 years of experience in heavy industrial construction environments.
- Minimum 10 years of labor relations experience working with trade unions, contractors, or large industrial construction projects.
- Proven experience administering Collective Agreements, Project Labour Agreements (PLAs), grievance procedures, and labor negotiations.
- Extensive knowledge of collective bargaining, labor legislation, employment standards, and construction workforce practices.
- Strong understanding of Building Trades agreements, labor market trends, wage structures, and contractor workforce management.
- Exceptional negotiation, mediation, conflict resolution, and stakeholder management skills.
- Strong communication, presentation, facilitation, and training abilities.
- Advanced organizational, analytical, and problem-solving capabilities.
- Ability to manage confidential information and competing priorities effectively.
- Proficiency with Microsoft Office Suite, including Outlook, Word, Excel, and PowerPoint.
