The Deployment Bid Technical Lead is responsible for supporting bid activities on behalf of the Solutions Deployment organization. They coordinate with functions within Solutions Deployment organization during the Bid to achieve company objectives of securing the new opportunity in terms of meeting agreed program duration, financial and quality targets. This role requires a solid understating of site
activities and managerial foundation to lead the Solutions Deployment effort in a bid to ensure the following:
- Defined/planned and estimated accurately for Bids within the Bid schedule timeline and cost agreed with the Bid Manager
- Delivered according to approved schedule and budget with PMO for the project
The Deployment Bid Technical Lead is the focal point to manage the Solutions Deployment deliverables on bids as well as to consolidate the estimates from the various entities around the world within Solutions Deployment for the entire signaling system. They also ensure consistency of cost estimates including HOD validation.
Key Accountabilities
Drive the deployment bid activities and manage all the deployment milestones for the Bid
Consolidate and review the functional Solutions Deployment estimates including labour hours, risks and opportunities, assumptions, conditions of offer and 3rd party estimates
Support the Bid Manager for milestones through contributing slides, participation in milestone meetings (BKO, BBR, BCR, BLR, BSR and CSR)
Support capture lead and sales team through interfacing with customers to present / clarify the solution and attend workshops
Review and assess requirements
Prepare Installation Statement of Work (SOW) for subcontractor quotation during Bid process
Develop scope split matrix for the project for Deployment activities
Organize estimate validation with various HODs within Solution Deployment organization prior to submission to Bid Manager
Organize handover review of successfully awarded Bids with other functions within the Solutions Deployment organization to
review schedule, estimates, key assumptions, and deliverables submitted during the Bid process
Liaise with the other functions for the following activities:
a) Project schedule development
b) Technical solution feasibility
c) Scope split responsibility for the project
d) Development of the HW List
e) Technical Description document creation
f) Compliance matrices to be submitted to the customer
Solutions Deployment consolidated estimate and sign-off sheet
- Installation Scope of Works (SOW)
- Migration Plan (for brownfield opportunities)
Key Requirements
University graduate (Bachelors degree is minimum) with an engineering or science background
At least 8 years of experience in the urban railway industry (specifically CBTC)
At least 5 years of experience on deploying a CBTC solution on a project
At least 2 years of experience working on Bids and Proposals
Experience leading multidisciplinary team
Strong oral and written communication skills in English
Proven customer communication management skills
Work package management experience
Familiar with requirement analysis tools (such as Polarion, DOORS)
Excellent knowledge of current and legacy desktop publishing software (e.g. MS Suite, Visio, DOORS, Adobe Acrobat, JIRA)
Total Compensation Range (Base Salary + Annual Incentive plan) : $ 128,282 -$ 164,725
