The Senior Program Manager (IT) is responsible for leading large-scale, complex, multi-year technology programs that span business areas, delivery teams, and vendor partners. This role provides strategic oversight, governance, and end-to-end delivery leadership to ensure programs meet business objectives, align with enterprise architecture standards, and deliver measurable value. The Senior Program Manager drives collaboration across cross-functional teams, manages risks and financials, and ensures solutions are delivered on time, within scope, and within budget.
Program Leadership & Strategy

Define program vision, scope, objectives, and success measures in alignment with enterprise and business strategies.

Develop multi-year program roadmaps, integrating business priorities, technology strategy, budget constraints, and resource capacities.

Provide leadership across multiple concurrent projects, ensuring cohesive and coordinated delivery.
Governance & Stakeholder Management

Establish program governance, including decision-making forums, reporting structures, and performance metrics.

Lead communication with senior executives, business partners, and technical leadership to ensure alignment and transparency.

Manage competing priorities and negotiate acceptable solutions across stakeholder groups.
Program Delivery & Execution

Oversee end-to-end planning, execution, monitoring, and closure of program components.

Drive program status reporting, including progress, risks, issues, dependencies, and budget health.

Ensure quality assurance practices, architectural alignment, and adherence to IT policies and standards.
Financial & Resource Management

Develop and manage multi-year program budgets, forecasts, and investment proposals.

Allocate and optimize resources across project teams, vendor partners, and shared services.

Oversee procurement activities, contracts, and vendor performance.
Risk & Issue Management

Identify, document, and mitigate program risks and issues throughout the delivery lifecycle.

Lead escalation management, cross-team dependency resolution, and scope change control.

Implement best practices focused on proactive risk detection, transparent reporting, and strong program control frameworks.
Leadership & Team Development

Provide coaching, guidance, and direction to project managers, business analysts, technical leads, and delivery teams.

Foster a culture of collaboration, accountability, and continuous improvement.

Champion diversity, inclusion, psychological safety, and high-performance team principles.
- 8 years of progressive experience in IT project/program management, including leadership of large, complex, multi-stakeholder initiatives.

Experience in Agile, Waterfall, and hybrid delivery methodologies.

Demonstrated ability to manage vendors, contracts, and third-party delivery partners.
- Public Sector experience.
- Strong understanding of enterprise IT systems, system integration, cloud technologies, cybersecurity, and solution delivery.

- Candidate does not need to be technical themselves but should be able to liaise with IT.
