Primary Duties
Reporting to the Manager of Gas Operations, the Quality Management Coordinator will be responsible for assisting in the development, review and maintenance of operational management systems and processes as they relate to gas distribution, metering, electric distribution, and occupational safety. The successful applicant will conduct internal audits of management systems to validate compliance and recommend corrective actions, and development of associated reports. They will assist and/or lead activities related to the collection, retention and analysis of field related information, including development and implementation of technological tools for operations. The employee will also perform necessary research and author required reports and documents to meet regulatory and business requirements.
Major Responsibilities:
1. Maintain and review QMS-controlled policies, procedures, and documentation to ensure alignment with DSIMP, TSSA requirements, applicable codes, legislation, and internal standards.
2. Develop, maintain and regularly review policies and procedures and related programs as required, coordinate training and implementation plans as required
3. Analyze operational and compliance data to identify trends, support supervisory decision-making, improve conformance, and promote operational optimization.
4. Collaborate with subject matter experts to standardize processes, confirm documentation reflects field practices, streamline workflows, and identify opportunities for automation.
5. Administer systems for identifying documenting and tracking non-conformances and coordinate corrective and preventive actions.
6. Provide communication and education to employees regarding updated QMS and regulatory documents.
7. Train employees on the usage of data and recording systems, digital rounds and document retrieval.
8. Complete annual compliance activities on behalf of Utilities Kingston including risk assessments, QMS emergency training, Operational Plan Currency and required regulatory reporting.
9. Develop, implement and maintain electronic records management system that supports compliance to record keeping requirements and provides staff with required tools and documents to complete QMS related activities.
10. Provide customer-focused support by addressing inquiries, resolving issues, and ensuring a positive customer experience.
11. Communicate with external auditing and regulatory authorities, including TSSA, to support audits, inspections, submissions, and follow-up actions.
12. Prepare operating staff for QMS audits by coordinating education, documentation review, and readiness activities.
13. Provide assistance with various projects, investigations and other work aligned with corporate work plans, corporate priorities, and asset and risk management plans.
Education, Certification and Other Qualifications Required
1. Intermediate MS office and SharePoint skills
2. Intermediate administration and organization skills
3. Intermediate written and verbal communication skills
4. Expert knowledge of the DSIMP is considered an asset
5. Intermediate knowledge and understanding of utility metering systems
6. Advanced knowledge of Occupational Health and Safety requirements relates to individuals, the organization and operational requirements
Experience:
1. Post-secondary diploma or degree in Quality Assurance Management, Business Administration, or Engineering, or equivalent in education and experience.
2. Skilled in Microsoft Office products.
3. Demonstrated excellent written and verbal communication skills, including creating and presenting information.
4. Ability to work independently with minimal supervision.
5. Valid class ‘G’ driver’s license.
Having the following will be considered an asset:
1. Customer service experience
2. Experience or applicable licenses in natural gas distribution
3. Working knowledge of management systems, with emphasis on Pipeline System
4. Integrity Management Program (CSA Z662), Occupational Health and Safety
5. Management System (CSA Z100), Electrical Distribution Safety (Regulation 22/04), O.reg 212/01 O.reg 210/01
6. Working knowledge in SharePoint, or ESRIE (Work force, Collector, Arc GIS) or other work management systems.
7. Knowledge of the various regulatory legislative documents governing operations related to natural gas distribution, electrical distribution, Measurement and metering.
Special Working Conditions/Conditions of Employment
- Maintain a valid Class “G” driver’s license throughout employment
- A Criminal Record Check, to the satisfaction of Utilities Kingston, will be required at the successful candidate’s expense
