Role Overview
Our client is an Ontario public sector organization executing a major IT modernization program in the health and long-term care space. This engagement is focused on digital service transformation -- re-engineering business processes, embedding modern service design practices, and delivering technology solutions that directly impact how Ontarians access and receive care.
As the Senior Business Analyst, you will be embedded within a cross-functional delivery team, leading business analysis across the full project lifecycle. You will bridge the gap between business stakeholders and technical teams, driving requirements definition, process modeling, user research, and stakeholder alignment in a complex regulated environment.
This is a 16-month onsite contract with a one-time extension option. Strong performers in this environment regularly transition to extended or converted engagements.
What You'll Do
- Lead business analysis at varying levels of detail, aligned with OPS project management and systems development methodologies (UPMMF, Agile, EA Gating)
- Conduct comprehensive user research with end-user groups using Service Design Playbook techniques (interviews, card sorting, empathy mapping)
- Elicit, document, and maintain business requirements ensuring technology solutions can be accurately determined and built
- Perform business modeling: use case modeling, process and data flow modeling, conceptual and logical data modeling, and business rules definition
- Conduct gap analysis of vendor release upgrades and identify configuration, reporting, and integration changes required
- Lead subject matter expert and stakeholder working groups; present complex information to both technical and non-technical audiences
- Develop and maintain project plans, schedules, risk logs, and status reports to track milestones and deliverables
- Support change management and implementation activities including communications, training coordination, and user onboarding
- Liaise with development, QA, third-party vendors, and ministry teams to coordinate delivery and resolve issues
- Develop performance measures, monitor progress, and report regularly to I&IT management and client decision-makers
What We're Looking For
- 5+ years of business analysis experience in the Ontario public sector or healthcare IT environment (LTC, EMRs, HISs, OHRS)
- Direct knowledge of and experience applying the Fixing Long-Term Care Homes Act 2021, Digital Service Standard, Ontario Design System, and Service Design Playbook
- Proven ability to conduct user research and apply human-centred design principles in a government or regulated setting
- Strong application of re-engineering and lean concepts to drive cost-effective business improvements
- Experience with cloud-based technology solutions and awareness of emerging IT trends
- Knowledge of data quality, data access, and data de-identification best practices
- Excellent facilitation, negotiation, and stakeholder engagement skills -- able to build rapport across all levels
- Highly proficient in MS Office suite and collaborative tools such as Miro
- Knowledge of AODA, Ontario Design System (ODS), and personal health information protection legislation (preferred)
- Strong analytical, problem-solving, and decision-making skills with demonstrated ability to manage competing priorities and strict deadlines
Pay: $95.00-$101.00 per hour
