This position is eligible for a hybrid work model. When attending an event or meeting in person, your primary office location will be based out of City Hall, 426 Brant Street, Burlington, ON. Work location is subject to change at the discretion of the City due to operational demands. Effective September 2027, this role will be required to be on site 50% of the time each month.
Position Overview
As part of a team striving to achieve the City's land use and growth objectives, this position is responsible for undertaking planning work to provide an advanced level of planning knowledge and expertise assisting with formulating long-range plans, policies and strategic initiatives.
This position is responsible for authorizing reports and recommendations to Council on matters relating to the City’s land use policy, development applications, Official Plan amendments, rezoning and subdivision applications. This includes general Official Plan amendments and reviewing and making recommendations on policy initiatives of senior levels of government.
Responsibilities
Function as a member of the Policy and Community Team to provide strategic planning advice related to policy directions and planning studies completed in support of development proposals and applications.
Undertake, co-ordinate or review studies, research projects and data analysis relating to land use, environmental assessments, delegated approvals, secondary plans, feasibility and market studies, demographics and other statistical analysis related to land use policy issues, including agency circulation, public consultation and monitoring of status, and where necessary, prepare reports and recommendations for the consideration of Committee and Council.
Ensure compliance of recommendations, decisions and actions within the framework of Provincial planning legislation, Regional and City Official Plans, regulatory approvals and other relevant documents.
Provide assistance and advice to other planners on policy proposals and development applications, including proposals for Official Plan and Zoning amendments, plans of subdivision, condominium, minor variance, consents and site plan.
Prepare reports and recommendations for consideration by Committee/Council.
Monitor, evaluate and respond to existing and emerging Provincial, Regional and other planning initiatives.
Prepare study terms of reference and manage technical consultants related to matters such as land use, urban design, green infrastructure, land market and economics, transit/transportation, demographics, natural heritage, and servicing.
Provide planning advice and responds to inquiries from the public, development industry, various levels of government, media, staff, applicants and elected officials with respect to planning matters and other planning issues.
Appear before the Local Planning Appeals Board and other tribunals to give expert evidence on the City's behalf as it relates to planning matters.
Participate on Division and Corporate project teams.
Assist in implementing the City's Strategic Plan.
Requirements
A four (4) year University Degree in Planning or related field, plus membership in the Canadian Institute of Planners (CIP) or equivalent. Five (5) years relevant professional planning work experience at the municipal level. Knowledge and understanding of the Planning Act, Provincial Plans, policies and official plans.
The successful candidate must possess strong written and oral communication skills, along with a strong working knowledge of Microsoft Office and other relevant computer applications. Project management experience is considered an asset. Experience preparing planning recommendation reports and presenting to Council is also considered an asset.
This position may require occasional travel between sites and/or City facilities.
