This role is an in‑office position based at our 20 Bay Street office location. Our team is highly collaborative, and much of our work benefits from in‑person co‑creation, relationship‑building, and hands‑on partnership with leaders across the organization.
Our Vendor Management Office is seeking to add a Senior Vendor Performance Analyst who will develop and maintain strategic vendor relationships for multifaceted, best-in-class agreements.
What will I be doing?
Assist in enabling the organization to control costs, drive value for money, mitigate risk, build vendor controls and support the business in meeting its objectives.
Contribute in developing and maintaining a vendor management framework to support the development and ongoing maintenance of strong vendor and commercial relations
Assists with developing divisional and departmental processes and procedures that are based on best practices; ensures adherence to Metrolinx policies and procedures
Participates in commercial vendor contract negotiations, provides input to contract terms and conditions, including project timelines, workforce requirements, and schedules; oversees contract administration.
Works with key stakeholders to develop and gather and build business requirements for public procurement tenders.
Supports and facilitates the development of tender documents with business stakeholders, and prepares communication plans and contract awards under the guidance of the Manager.
Leads the preparation and presentation of business cases and return on investment (ROI) models to stakeholders and senior management.
Assists the business units in the development of annual procurement plans to create a pipeline and develop strategic sourcing strategies for new and existing vendors.
Assists with the development of strategic solutions for current and future vendors; develops and provides strategic solutions to solve client challenges, resolve service issues, streamline processes, and improve department productivity.
Assists with managing risk across contractual commitments for alignment with the vendor engagement strategy by reviewing Service Level Agreements (SLAs) on a regular basis.
Participates in the review and analysis of contract documents to ensure that the appropriate contracting strategy and contractual clauses are applied, to reduce risk and protect the interest of Metrolinx.
Provides advisory support and vendor management oversight; monitors key performance measures to ensure business plans reflect objectives.
Assists Manager and Senior Manager with evaluation of vendor performance and dispute resolution; escalates issues to senior management for resolution.
Monitors performance management systems (e.g. vendor issue resolution, change requests, and standardized processes) that contribute to meeting Service Level Agreements (SLAs), Operation Level Agreements (OLAs), and Key Performance Indicators (KPIs)
Maintains and enhances vendor and management tools (e.g. vendor tracking tools, vendor performance scorecards and dashboards)
Tracks & monitors vendor contract authority & spend against named accounts.
Reviews daily, weekly and monthly reports for compliance with performance metrics; identifies opportunities for improved efficiency and optimization.
Gathers key stakeholder input regarding needs, service delivery, and quality to ensure business alignment with agreements and contracts.
Participates in meetings with clients, vendors, and stakeholders to discuss performance, common issues, and develop action plans.
Develops and implements vendor KPIs.
Administers vendor governance and compliance process through regular documentation and alignment to a continuous improvement methodology.
What Skills and Qualifications Do I Need?
Completion of a university degree in a related discipline (e.g. Business Administration or Legal) – or a combination of education, training and experience deemed equivalent.
Demonstrated training/progressive experience leading varied sourcing activities and managing commercial vendor relationships.
Vendor management experience, specifically, strongly preferred.
Demonstrated experience with vendor management to evaluate project tenders and review consultant proposal; sound understanding of contracting principles, practices, rules, regulations and procedures to assess risks and provide advice on procurement through the tendering process and the implications of the terms and conditions of contracts.
Strong negotiating skills to navigate between multiple parties with differing perspectives.
Develop strong Power Point presentations to clearly outline issues and recommended actions required.
Demonstrated ability to write memos that may be presented to Senior Management to assist with driving business decisions.
Demonstrated ability of being client focused and able to influence a broad range of stakeholders in complex business environments.
Demonstrated relationship and contract management and influencing skills.
Contract management and negotiation skills.
Ability to assess, identify and mitigate risks and issues early in the process.
Experience with ERP (Oracle iProcurement or EBS)
Understanding of business and strategic planning and service measurements
Strong problem-solving and critical thinking skills, with attention to detail
Strong experience in building and improving business process methodologies and tools.
Self-starter who can work in a demanding and rapidly changing environment, with strong prioritization and communication skills.
Experience with public sector procurement processes, policies and best practices would be an asset.
