Overview
We are seeking a highly organized and strategic Program Development & Evaluation Manager who is responsible for designing, strengthening, and evaluating programs which align with organizational goals. This role leads program development, outcome measurement, data analysis, reporting, and continuous improvement across all programs.
The position works closely with the Executive Director and Program Delivery Manager to ensure programs are impactful, funder-ready, and responsive to community needs.
This role is critical in supporting organizational growth, funding sustainability, and service excellence.
Key Responsibilities
1. Program Development & Design
· Lead the design and development of new programs and initiatives
· Strength existing programs through review, redesign, and improvement
· Develop logic models, theories of change, and program frameworks
· Create program manuals, workflows, implementation plans, and service models
· Ensure all programs align with trauma-informed, survivor-centered, and culturally responsive practices
· Support strategic planning for program expansion and innovation
2. Monitoring, Evaluation & Learning
· Develop evaluation frameworks and outcome measurement tools
· Establish key performance indicators (KPIs) and reporting systems
· Track program outcomes and service impact across all departments
· Analyze qualitative and quantitative data to identify trends and opportunities for improvement
· Translate findings into actionable recommendations for leadership and staff
· Support continuous quality improvement across the organization
3. Reporting & Funding Support
· Prepare program reports for funders, government, and stakeholders
· Assist with annual reports, impact reports, and board reporting
· Maintain data integrity and reporting compliance for funded programs
4. Cross-Department Collaboration
· Work collaboratively with frontline teams to improve program delivery
· Support staff in implementing evaluation tools and documentation practices
· Partner with leadership to identify service gaps and emerging community needs
· Provide training and coaching related to program quality and evaluation practices
Required Skills

Preferred Assets
· Knowledge of Alberta’s nonprofit and social services landscape
· Experience working with vulnerable populations
· Experience supporting behavior change, prevention, and intervention programs
Pay: $42,000.00-$48,000.00 per year
