Reporting to the Associate Director Economic Development, the Manager Strategic Marketing is responsible for developing the strategic marketing plan, sourcing resources required to implement the plan, and monitoring and reporting on key performance indicators that are aligned with both long-range economic development plans and the Corporate Communications strategy. This role focuses on promoting Niagara as a location for both business and resident attraction.

Post-secondary degree in Marketing, Public Relations, Business Administration or equivalent related field of study. An equivalent combination of education and experience may be considered.

Master’s degree level in Marketing, Public Relations or Business Administration, or equivalent related field of study is preferred.

Marketing certifications in marketing strategy, branding, digital marketing, digital analytics, or integrated marketing is preferred.

Recognized Project Management professional (PMP) designation is preferred.

Minimum of 8 years of progressive experience in a senior marketing position working with traditional and emerging marketing channels; branding, marketing and sales; and managing marketing campaigns of various size, scope and complexity.

Social media and web development experience

Experience with WordPress, Campaign Monitor, Adobe Creative Suite, Google Ads, and Facebook/LinkedIn advertising

Develops marketing strategies and annual marketing plans to support overall economic development goals and objectives.

Engages internal and external resources to implement marketing programs spanning tactics that include but are not limited to: print and digital advertising, social media, website/online content, SEO/SEM, radio, OOH, sponsorships, events, PR, etc.

Develops and implements targeted marketing and advertising programs/campaigns

Reports on KPIs for media and marketing programs (such as traffic to websites and key visitor data) and makes adjustments to the programs as needed to ensure the program is meeting expectations

Monitors and examines market conditions and emerging trends which may impact existing and potential economic development and make adjustments to strategic marketing initiatives as needed.

Creates, maintains and manages online content across channels including website, social media, monthly e-newsletter, and others;

Responsible for ongoing maintenance and branding for the Economic Development division.

Participates in the development of economic development strategies, objectives and long range plans for a unified economic development attraction program.

Initiates and champions special projects for strategic marketing development, based on current environment, often in partnership with external organizations.

Manages all aspects of the development and implementation of economic and business development strategic marketing initiatives, managing project life cycle activities.

Defines project scope, goals, success criteria and deliverables that support economic development goals in collaboration with project team and key internal/external invested parties.

Communicates project expectations to team members and invested parties, liaising on an ongoing basis to manage expectations.

Plans and schedules project timelines and milestones using appropriate tools.

Tracks project milestones and deliverables.

Determines the frequency and content of status reports from the project team, analyzing results and troubleshooting problem areas.

Reports project status, including project KPIs to invested parties.

Monitors and tracks project costs, schedules, resources, risks, issues, and performance to ensure the optimal success.

Supports team partners with marketing of their various initiatives including investment attraction, business retention and community outreach, along with any other initiatives delivered via the Director, Economic Development

Works with and negotiates contracts with outside consultants/service providers to assist with marketing initiatives and liaise with the Procurement and Strategic Acquisitions division when required.

Collaborates and partners with local and regional area municipalities, and industry invested parties including but not limited to local business associations, academic institutions and Provincial/Federal governments to develop and support joint economic development strategic marketing initiatives.
Develops, manages, and administers annual and multi-year Capital and Operating budgets for the operating unit ensuring support of Council’s objectives, financial transparency and accountability, monitoring budget adherence, identifying and explaining variances, and financial reporting is effectively managed in compliance with corporate financial policies. Ensure goods and services are acquired in accordance with the procurement policy. Authorize, and administer the acquisition of goods and services for the operating unit and direct reports in accordance with the procurement policy and procedures. (10% of time)
