The London Cross Cultural Learner Centre ("CCLC") is a London, Ontario–based non-profit organization that provides settlement services for newcomers to Canada. We are currently seeking a full-time (35 hours per week), fixed-term contract Bilingual Language Assessor to join our team at our Windsor location, with a contract running until March 31, 2027.
The Language Assessment & Referral program (LARS) delivers assessments for newcomer clients to determine their French or English language proficiency as prescribed by the Canadian Language Benchmarks. The LARS program is also responsible for referring clients to appropriate Language Instruction for Newcomers to Canada (LINC)/Course de langue pour les immigrants au Canada (CLIC) or English as a Second Language (ESL)/French as a Second Language (FSL) centers based on the client’s needs.
Reporting to the Manager, Language Assessment & Referrals, the Bilingual Language Assessor conducts language assessments in both English and French using approved tools, determines language levels, and facilitates referrals to appropriate language training programs for eligible newcomers.
Key Responsibilities
- Administers and scores the Canadian Language Benchmarks Placement Assessment (CLBPA)/BTC-NCLC and other related tools (including online assessments) to eligible clients to determine English or French language proficiency
- Assesses eligibility for federally and provincially funded English and French language training programs
- Determines special needs of clients which may have an impact on client ability to access training (e.g.) child-minding, transportation assistance, etc
- Advises clients regarding the most appropriate training program based on the results of the assessment and client needs
- Refers clients to training and social service agencies including CCLC as required
- Completes client intake tasks, sets up and maintains client files (HARTS, iCORA, manual, etc.) including results of assessment, current referral, details of consultations with clients etc
- Maintains statistical information on clients served during the current month using manual files and the History of Assessment, Referral and Training System (HARTs) database
- Assists clients with transferring from outside and within Ontario by creating new profiles in HARTs and digital folders including: a signed CCLC consent form and scanned immigration document and supporting documentation
- Assists walk-in clients with federally and provincially funded English or French language training services
- Maintains program statistics and prepare required reports
- Participates in team meetings, training, and professional development activities
- Performs administrative and operational tasks as needed
- Ensures confidentiality and adherence to organizational policies and protocols
- Operates in accordance with the policies, guidelines, and protocols of the program and CCLC
Qualifications
Education & Certification
- Bachelor’s degree in French, linguistics, languages, or a related field
- TESL (Teaching English as a Second Language) Diploma and Accreditation is required
- Certification or qualification in Teaching French as a Second Language (FSL) is required
Experience
- Experience teaching French and English as second languages to adults (minimum 300 hours within the last two years in Canada)
- NCLC training is an asset

- Demonstrated proficiency in both English and French (spoken and written)
- Knowledge of adult education principles and language assessment practices
- Strong communication skills (written and verbal) in both languages
- Ability to work independently and collaboratively in a team environment
- Demonstrated commitment to anti-oppressive practices and trauma- and violence-informed care
- Strong organizational and time management skills in an appointment-based environment
- Proficiency with Microsoft Office (Word, Excel, Outlook) and database systems
- Ability to maintain accurate records and prepare basic reports
Additional Requirements
- A valid driver’s license and access to a reliable vehicle are required to travel between locations
