Job Summary
Baycrest is seeking a dynamic and strategic Director, Organizational Effectiveness and Human Resources to lead enterprise people strategies that integrate strategic HR programs, organizational effectiveness, and equity, diversity and inclusion (EDI) to strengthen workforce sustainability and the employee lifecycle.
This senior leadership role is responsible for overseeing key human resources initiatives, including talent and workforce planning, employee engagement, organizational effectiveness, change management, and equity, diversity and inclusion (EDI). The Director will partner closely with executive and operational leaders to develop and implement practical, people-centered solutions that align with organizational priorities and enhance the employee experience across the full lifecycle.
The successful candidate will play a critical role in advancing strategic HR initiatives, supporting organizational transformation, and building scalable programs, processes, and systems that foster a high-performing, inclusive, and engaged workforce.
Key Responsibilities
People Strategy & HR Programs
- Lead the design and delivery of enterprise HR programs and workforce strategies aligned with organizational priorities
- Partner with senior leaders to translate business needs into practical, integrated people solutions
- Leverage analytics to evaluate program effectiveness, measure progress, and support continuous improvement initiatives.
- Strengthen workforce outcomes, including engagement, retention, and overall effectiveness, through scalable programs.
Organizational Effectiveness & Change Management
- Provide strategic leadership for organizational design, leadership development, team effectiveness, and culture initiatives that enhance organizational performance.
- Lead enterprise-wide change and transformation initiatives using structured change management methodologies.
- Build organizational capability for effective change leadership and continuous improvement.
Employee Experience
- Advance a consistent and positive employee experience across the lifecycle
- Use employee and workforce insights to inform targeted improvements and program enhancements
- Foster a high-performing and inclusive culture aligned with Baycrest’s values
Equity, Diversity & Inclusion (EDI)
- Advance Baycrest’s EDI strategy by embedding inclusive and equitable practices across the employee lifecycle.
- Ensure EDI initiatives are measurable, impactful, and integrated into leadership, talent, and organizational effectiveness practices.
- Support Employee Resource Groups (ERGs), inclusive leadership development, and equitable people practices that foster belonging and psychological safety.
- Champion initiatives that strengthen inclusion, accessibility, and cultural competence across the organization.

Qualifications
- Master’s degree in Human Resources, Organizational Development, Business Administration, Adult Education, or a related field, or an equivalent combination of education and experience.
- Minimum 8–12 years of progressive leadership experience in Human Resources, and Organizational Effectiveness, including experience leading enterprise HR programs and workforce strategies in complex organizations.
- Experience working in complex or regulated environments; familiarity with healthcare or public sector settings is considered an asset.
- Demonstrated success leading organizational change and transformation initiatives, with the ability to translate strategy into practical, sustainable outcomes
- Strong background in HR program design and delivery, including areas such as workforce planning, employee experience, leadership development, and organizational performance.
- Experience applying organizational effectiveness practices (e.g., organizational design, change leadership, team effectiveness) to support business and workforce priorities.
- Deep understanding of equity, diversity and inclusion (EDI) principles, with experience embedding inclusive practices into HR programs and workplace culture.
- Experience working within regulated environments; familiarity with Ontario healthcare systems and Ministry requirements is considered an asset.
- Strong analytical and problem-solving skills, with the ability to use data and insights to inform decisions and improve outcomes
- CHRL designation and/or relevant certifications (e.g., Prosci, Certified Training and Development Professional) are considered assets.
Compensation
At Baycrest, we take pride in ensuring our compensation structure is internally equitable and compliant with pay equity legislation. We believe compensation should be transparent, equitable, and reflective of your experience and growth. Our salary ranges are structured to support progression, from learning the role to demonstrating full proficiency.
The salary range for this position is $154,950 to $193,687 per year.
Your placement within the target hiring range will depend on your job-related knowledge, skills, abilities, and relevant education and experience, as well as considerations such as market conditions and internal equity. The starting salary will be determined using these factors to ensure fairness and consistency across the organization.
