Context:
The Information Manager Lead is responsible for leading information management and BIM management practices across transit projects, ensuring that project information, digital models, and asset data are structured, governed, secure, and aligned with delivery and operational needs. The role sits within the Digital Engineering team and supports the successful delivery of projects through robust Common Data Environment (CDE) management, integrated digital workflows, compliance with industry standards, and effective stakeholder engagement.
Missions/Main Duties:
Role and Responsibilities
The Information Manager Lead will be an integral part of the Digital Engineering Team, supporting the definition, implementation, and continuous improvement of digital delivery practices across the Transit department.
¢ Integrated CDE Management
The role will lead the development and optimization of an integrated Common Data Environment, ensuring standardized interfaces and reliable data exchange across platforms to provide a single source of truth for project information. It will establish and maintain governance rules, approval workflows, and control points to support efficient and compliant information flows across the project lifecycle.
¢ Advanced Information Management
The Information Manager Lead will define and implement the project information management strategy in alignment with business, project, and asset objectives. This includes the development of metadata structures, naming conventions, and information schemas to support retrieval, coordination, traceability, and integration. The role will also develop and deploy processes to ensure data quality, integrity, security, and controlled access based on user roles and responsibilities.
¢ BIM Management
The role will lead the BIM management approach across projects, ensuring alignment with digital engineering objectives, client requirements, and delivery needs. It will define and lead the BIM Strategy and the BIM Execution Plan (BEP), establish BIM governance frameworks.
The role will also translate Employer’s Information Requirements (EIR), Asset Information Requirements (AIR), and project-specific information requirements into clear BIM processes, deliverables, and responsibilities.
The role will oversee model validation, clash detection, data completeness checks, and compliance reviews to ensure that BIM information containers meet project, asset, and organizational requirements. It will ensure BIM models and associated data are effectively integrated with design, construction, GIS, document management, and asset management systems to support decision-making, digital delivery, and operational readiness.
¢ Stakeholder Collaboration and Digital Adoption
The Information Manager Lead will support digital transformation by promoting adoption of information management and BIM processes across project teams and stakeholders. The role will provide guidance, training, and support to ensure effective use of the CDE and associated digital tools. It will act as the key liaison between technical teams, project delivery teams, and stakeholders, translating business and operational needs into practical digital and information management requirements.
¢ Risk Management and Compliance
The Information Manager Lead will ensure compliance with project requirements, organizational policies, and relevant industry standards, including ISO 19650 and applicable data protection regulations. The role will conduct audits and assurance reviews to identify gaps, areas for improvement, and compliance risks. It will also support the development of mitigation measures, recovery plans, and contingency processes for critical information assets and digital systems.
Profile/Skills:
The successful candidate will demonstrate strong leadership in information management, BIM governance, and digital delivery within complex infrastructure or transit environments. They will have a strong understanding of CDE principles, information standards, metadata structures, and multidisciplinary digital coordination.
The role requires the ability to work across technical and non-technical stakeholder groups, define practical governance frameworks, and drive adoption of consistent processes. Strong communication, problem-solving, and organizational skills are essential, as well as experience in managing digital risk, compliance, and quality assurance.
An advanced understanding of BIM integration with GIS, document control, asset information, and enterprise project systems will be highly valuable. Familiarity with project delivery environments involving multiple consultants, contractors, and suppliers is also important.
