Job Overview:
- The Ground Disturbance Specialist provides subject matter expertise, governance oversight, and training support to ensure the safe, compliant, and consistent execution of ground disturbance activities across projects. This role serves as a key technical resource, applying extensive knowledge of Canadian and U.S. ground-disturbance regulations, utility-locating requirements, excavation controls, permitting processes, and industry best practices. The incumbent supports project teams mitigate risk and promote operational excellence.
Key Responsibilities:
- Provide technical guidance and support to project teams throughout all phases of ground disturbance activities, including planning, permitting, execution, monitoring, and project closeout.

Interpret and apply Canadian and U.S. ground disturbance requirements, including applicable legislation, regulatory obligations, industry standards, company requirements, and project-specific procedures.

Support the development, implementation, review, and continuous improvement of ground disturbance governance documents, including standards, procedures, work rules, roles and responsibilities, training materials, and field execution guidance.

Advise project teams on safe excavation practices, utility crossing requirements, utility locate management, hydrovac and daylighting methods, emergency response considerations, and documentation expectations.

Collaborate with Damage Prevention, Construction, Safety, Environment, Engineering, Operations, contractors, and inspection personnel to ensure the consistent application of ground disturbance controls and requirements.

Identify trends, lessons learned, gaps, and opportunities for improvement through project reviews, field observations, audits, inspections, incident investigations, and stakeholder feedback.

Support the design, delivery, evaluation, and enhancement of ground disturbance training programs for project personnel, inspectors, contractors, and other stakeholders.

Assist in establishing and maintaining competency requirements related to ground disturbance activities and ensure training materials remain current with regulatory requirements, industry best practices, and operational risks.

Participate in field assessments and governance activities to verify compliance with applicable requirements and provide recommendations for corrective and preventive actions.

Promote a culture of safety, regulatory compliance, and continuous improvement through stakeholder engagement, coaching, and technical leadership.
Scope/Dimensions:

Bachelor's degree in construction management, engineering, or a related field preferred.
- Proven experience in construction inspection, with expertise in ground disturbance and pipeline construction.
- Strong knowledge of relevant regulations, codes, and industry standards.
- Excellent communication, presentation, and organizational skills.
- Experience in developing and delivering technical training programs.
- Ability to adapt training materials for diverse audiences and learning styles.
- Certification in construction inspection or training facilitation is an asset.
Internal:

Collaborate regularly with project teams, field personnel, inspectors, engineering, safety, environment, operations, damage prevention specialists, managers, directors, and other business unit representatives.

Influence project direction and decision-making through strong technical expertise, sound judgment, and effective communication.

Provide guidance, coaching, and support to ensure consistent understanding and application of ground disturbance requirements across the organization.
External:

Engage with contractors, utility owners, regulatory representatives, industry associations, and other external stakeholders as required.

Participate in industry forums, conferences, workshops, and professional networks to share knowledge, identify emerging best practices, and maintain awareness of regulatory and industry developments.

Support relationships with external partners to promote effective coordination and compliance during project execution.
Travel & Working Conditions:

Valid driver's abstract required.

Approximately 50% field-based work and 50% office-based work.

Domestic air travel within Canada and the United States is required.

Local travel may involve operating rental vehicles (approximately 10-20%).

Work may be performed in active construction and industrial environments with exposure to moving mechanical equipment.

Occasional exposure to wet or humid conditions, airborne particles, fumes, vibration, and electrical hazards may occur.

Noise levels in certain work environments may exceed 90 dBA; appropriate personal protective equipment (PPE) will be required.
