About Musqueam
We are traditional hən̓q̓əmin̓əm̓ speaking people. Today, we are a strong, growing community of over 1,300 members. We live on a small portion of our traditional territory, known as the Musqueam Indian Reserve, located south of Marine Drive near the mouth of the Fraser River. The name Musqueam relates back to the River Plant, the name of the plant is məθkʷəy̓. There is a story that has been passed on from generation to generation that explains how we became known as the xʷməθkʷəy̓əm (Musqueam) - People of the River Plant. We have always moved throughout our territory using the resources it provides for fishing, hunting, trapping and gathering. We remain distinct and our cultural practices are strong, despite the devastating impacts of residential schools, colonial laws banning our ceremonies, and other attempts to assimilate our people. Our lands and waters continue to support our cultural and economic practices while serving as a source of knowledge and memory, encoded with our teachings and laws. Position Summary
Under the direction of the Fisheries Manager, the Fish Habitat Restoration Project Coordinator (the “Coordinator”) will be responsible for developing, implementing, and leading the long-term planning of restoration on fish and aquatic habitat within Musqueam’s Territory. The Specialist will provide guidance and support, internally and externally, on projects, planning and operations related to Musqueam’s Fish Habitat Restoration Projects. The Fish Habitat Restoration Specialist will also establish and maintain liaison with a wide variety of internal and external contacts, including both governmental and non-governmental bodies, and assist in directing the work of consultants and mentoring staff on a project basis.
Roles and Responsibilities
- Act as lead on Musqueam’s Aquatic Habitat Restoration Plan (AHRP).
- Advising on the continuing drafting of Musqueam’s AHRP, including information about Musqueam historic and current use and stewardship of aquatic resources within the Musqueam territory.
- Advising on the continuing drafting of an Invasive Plants Management Plan (IPMP) for Musqueam Creek area.
- Advising on the continual Baseline Study Methodology (BLSM) for the Musqueam Creek and IR#2 Foreshore Areas.
- Ensuring field teamwork is progressing in line with the ISMP, AHRP and Baseline Study.
- Coordinate ongoing training opportunities for the AHRP Field Crew.
- Coordinate on the AHRP Field Crew and/or Field Team work plan and any relevant documents (i.e. Field Manual).
- Implementing field teamwork plan as needed and continual drafting of new plans;
- Work closely with consultants, contractors, and Musqueam staff regarding the AHRP and IPMP.
- Reviewing relevant documents in relation to AHRP and other identified related projects.
- Conduction of some research to inform the AHRP and IPMP.
- Assist the Fisheries Manager in the development and management of the AHRP budget, including supporting funding reporting.
- Support program funding opportunity work plans and applications to pursue funds for AHRP.
- Other duties related to the AHRP, ISMP, FHRI Work Plan as required.
- Performs related duties as required.
Job Knowledge & Skills
- Skills and knowledge attained by the successful completion of a post-secondary degree in biology, natural resource management or related field AND/OR a minimum of 8 years’ responsible experience in fish habitat, First Nations issues, invasive plant management and environmental policy with considerable related experience within a local government or First Nations organization; or an equivalent combination of skills and experience.
- Extensive Knowledge of data collection techniques, population, habitat and inventory monitoring.
- Extensive Knowledge of invasive plant management in BC.
- Experience in management, coordination, and implementation of environmental plans.
- Proven ability to lead and/or engage technical working groups to synthesize information and develop responses for external partners.
- Proven experience leading fish restoration field crews.
- Demonstrated ability to drive project delivery across between consultants, contractors and MIB staff to ensure departmental alignment with project criteria;
- Experience in developing financial work plans, managing budgets, and performing financial reconciliation;
- Exceptional interpersonal skills, with a demonstrated ability to diplomatically but firmly advocate for Musqueam cultural values in high-pressure environments.
- Excellent analytical, problem-solving, persuasion, and consensus-building skills with the ability to work under pressure and independently within a team environment.
- Exceptional interpersonal skills with the ability to establish and maintain successful and effective relationships with a variety of internal and external contacts.
- Excellent time management skills with the ability to manage multiple priorities and handle shifting priorities to produce results within deadlines.
- Strong understanding of Musqueam historic and current use and stewardship of aquatic resources within the Musqueam territory; cultural competency and knowledge of Musqueam cultural traditions and interests is preferred.
- Experience developing and managing program budgets.
- Ability to use sound judgment and diplomacy in high stress/conflict situations.
- Advanced skills in MS Office software, Adobe Acrobat.
- Proven ability to maintain confidentiality at all times.
- Successful Criminal Record Check.
Working Conditions
- Work is performed in field and may include onsite activities in an office environment
- Some evenings and weekends may be required
