PROJECT OVERVIEW

Justice Digital
Scope:
We are seeking a Program Manager to work with our team at Court Technology Services, within the Alberta Courts on the design/implementation plan/program development plan for various projects within the technology delivery space of the Alberta Courts.
Services and project deliverables should evolve as the work progresses, in response to emerging user and business needs, as well as design and technical opportunities. However, the following must be delivered (iteratively) over the course of the project:
– Provide subject matter expertise and recommendations on digital delivery, agile product development, and corresponding organizational transformation;
– Assess and develop initiatives to grow and cultivate digital capability, capacity, and culture from the perspective of service transformation;
– Advise, coach and lead product and platform team throughout project lifecycles, from initial discovery and concept to production and continuous improvement.
– Advise and coach executive leadership teams on change to enable transformation in areas such as organizational structure, governance, capacity building, policy, infrastructure, and culture;
– Create and present options, frameworks, models, and briefings for senior executives with regards to digital transformation, based on best and emerging practices and principles;
– Facilitate strategic conversations to develop shared understanding and generate options for decision-making to align diverse stakeholder interests and goals;
– Develop baseline and ongoing outcomes, key results, metrics, and other indicators;
DESCRIPTION OF SERVICES
Responsible for the coordination and implementation of projects part of the Justice Digital Program. Oversees all aspects of the program. Builds an effective operating environment, defines project objectives, scope, and guiding principles, conducts comprehensive analysis of the program, monitors and summarizes progress of the project. Builds and maintains working relationships with Courts stakeholders, project vendors, and GoA departments involved in the project. Prepares reports for management regarding status of project.
– Compile program charters and business/project plans with clear objectives and expected project outcomes to support activities, including the most suitable approach to be used in the development of each deliverable and work product, to ensure business objectives and data integrity are achieved.
– Manage project(s) that will document business requirements, design and deliver IT solutions that are compliant with and contribute to the organization’s enterprise architecture.
– Assist with the development of recommendations including providing details of resource requirements, dependencies, interdependencies, policy implications pertaining to internal/external influences and the methodology to be applied.
– Produce and package deliverables for presentation to various internal support teams, steering committee, and other project stakeholders.
– Manage multiple tasks, project resources and project governance.
– Conduct consultations with key internal Courts stakeholders and Ministry of Justice stakeholders
– Work with project vendors to ensure that effective project communication exists through the duration of the project including escalation of risks as required.
– Take responsibility for ongoing client satisfaction – manage peer-level client relationships and overcome hurdles to ensure win-win solutions.
– Coordinate with leadership to develop a well-defined project plans that clearly states the project’s objectives, scope, assumptions, timeline, resource requirements, risks, benefits and budget.
– Work with project sponsors and the project management office to develop a project organization structure with clearly defined roles and responsibilities for all stakeholders.
– Document and report project status against established objectives, milestones, budget and resources and facilitate tracking and closure of issues and risks.
– Develop project schedule plans and strategies, estimate resource requirements, develop and monitor work plans and take corrective action for completion of project tasks.
– Provide guidance to project resources in establishing work priorities and prompt delivery of project tasks.
– Develop, as required, related requirements documentation.
– In collaboration with project sponsors, assess whether the project achieved stated outcomes and identify opportunities for improvement for future similar projects.
– Provide leadership and assistance to project teams that require change management and communication support.
– Engage and establish positive working relationships with subject matter representatives across the Alberta Courts and Court Technology Services to ensure that project decisions, directions and recommendations align and consider broader Court directions;
– Provide input and/or develop Chief, Minister/Deputy Minister/Assistant Deputy Minister-level briefings, as required;
– Work within the standards defined by the project management office and in the absence of standards work with the project management office to define new standards.
MANDATORY SKILLS
– The proposed resource must meet or exceed one of the following (8 years+): • University graduation in business, management or related discipline, and four years of Project Management (PM) experience; OR • Two-year diploma in business, management or related discipline and six years of PM experience; OR • One year certificate in business, management or related discipline and seven years of PM experience; OR • Eight years of PM experience.
– Experience defining project scope and goals in collaboration with business stakeholders. (8 years+)
– Experience developing project deliverables including project charters, business cases, briefing notes, status reports, risk logs, project closures, dashboards. (8 years+)
– Experience managing custom application development projects with at least 5 team members. (8 years+)
– Experience managing multiple projects concurrently. (8 years+)
– Experience successfully implementing IT solutions in an environment with project resources from across multiple teams or organizations. (8 years+)
– Experience working as a Senior Program Manager on a large complex IT modernization program (where the software is developed in house for that specific organization) in an environment of similar size and complexity to the Government of Alberta. (8 years+)
DESIRABLE / NICE TO HAVE SKILLS
– Currently active PMP or PgMP Certification as issued by the Project Management Institute or equivalent (attach a copy of the certificate). (Yes or No)
– Experience conducting, facilitating and interpreting impact and risk assessments across multiple scenarios. (4 years+)
– Experience creating and managing project forecast and actual budgets. (4 years+)
– Experience developing and maintaining positive stakeholder relationships across the organization, including executive level. (7 years+)
– Experience making decisions and recommendations on highly technical or complex issues without formal guidelines or precedents and exercises resourcefulness and ingenuity. (2 years+)
– Experience working in or for the public sector. (3 years+)
– Experience working with Mandated and Legislated Projects within short timelines. (4 years+)
– Experience leading project governance, change management and communication activities. (5 years+)
– Experience working with technical teams on complex IMT projects. (4 years+)
