REPORTS TO: First Nation Manager
HOURS OF WORK: Monday to Thursday, 8:30 a.m. to 4:30 p.m. including a 1/2 hour unpaid meal break and Friday from 8:30 a.m. to 1:00 p.m.
Additional hours and travel will be required from time to time to meet operational needs
DUTIES:
Under the direction of the First Nation Manager, the Operations Manager is responsible for shaping and guiding the long-term vision of public works in alignment with the Mississaugas of Scugog Island First Nation (MSIFN) priorities. This position develops and implements plans, goals, and objectives that reflect community values and aspirations, while working closely with the First Nation Manager and Chief & Council to ensure services are culturally grounded and communication across departments and external partners remains consistent and effective.
The role oversees infrastructure planning, project execution, regulatory compliance, financial stewardship, and stakeholder engagement. The Operations Manager also supports a respectful, inclusive, and growth-oriented workplace through employee management, including recruitment, coaching, training, performance evaluation, and resource planning.
- Strategic Leadership and Planning: Develop and implement long-term plans, goals, and objectives for public works that reflect MSIFN's vision and priorities, while providing strategic direction to staff and ensuring alignment with community goals.
- Culturally Grounded Services: Collaborate with the First Nation Manager and Chief & Council to support culturally grounded service delivery and consistent communication across departments and with external stakeholders.
- People Leadership: Manage employee functions including recruitment, coaching, training, performance evaluation, and resource planning to support a respectful, inclusive, and growth-oriented workplace.
- Infrastructure and Project Oversight: Oversee the planning, maintenance, renewal, and safe operation of infrastructure assets, ensuring alignment with long-term capital plans and community priorities.
- Asset Management: Maintain and use asset inventories and condition assessments to inform budgeting, prioritize repairs and upgrades, and support strategic infrastructure investment decisions.
- Capital Projects: Lead the planning, execution, and oversight of capital infrastructure projects, ensuring they are delivered on time, within budget, and in compliance with engineering standards, procurement policies, and MSIFN priorities.
- Regulatory Compliance: Monitor and enforce compliance with federal, provincial, and municipal regulations related to public infrastructure, environmental standards, and workplace safety.
- Policies and Training: Develop and maintain internal policies, procedures, and training programs aligned with current legislation and regulatory frameworks, and verify that staff and contractors meet required certifications and licensing standards.
- Financial Management: Develop and manage the annual Operations Department budget, including forecasting, monitoring expenses, managing contracts and agreements, and ensuring cost-effective use of funds and operational resources.
- Funding and Reporting: Prepare funding proposals aligned with MSIFN priorities, ensure compliance with reporting requirements, and prepare reports for the First Nation Manager, Chief & Council, and the community.
- Stakeholder Engagement: Build respectful, culturally guided relationships with clients, community members, organizations, internal teams, and external partners to support successful public works and operations initiatives.
- Other: Perform other duties as assigned; comply with privacy, confidentiality, health and safety legislation, policies, and procedures; participate in mandatory meetings and training; and support a positive and productive work environment.
PAY GRADE: $65.15-$80.58 per hour
MINIMUM QUALIFICATIONS:
- Bachelor's Degree in project management, civil engineering, public administration, environmental science, urban planning, or a related discipline relevant to municipal infrastructure and leadership.
- 5 years of experience in a leadership role in a public works setting.
- 10+ years total work experience.
- Demonstrated ability to lead team initiatives effectively, with a proven track record of achieving strategic goals, fostering collaboration, and driving positive outcomes.
- Professional engineering status, construction trade certification, or Project Management Certification is considered an asset.
- Project management experience is considered an asset.
- Work experience with a First Nation or Indigenous Organization is considered an asset.
- Knowledge, understanding, and respect for Indigenous culture, traditions, teachings, and community dynamics is considered an asset.
- Valid driver's license and $1M liability insurance.
- CPIC/VSS acceptable to the position upon conditional offer.
- An equivalent combination of education, training, and experience, as deemed appropriate by the hiring panel, will also be considered.

- Demonstrated positive and proactive leadership capabilities, including the ability to lead multidisciplinary teams, contracted services, and consultants, with a commitment to developing high-performing teams.
- Excellent verbal and written communication skills for interacting with team members, stakeholders, and the community.
- Skilled in building relationships and partnerships with government agencies, Indigenous organizations, and community stakeholders.
- Proficient in planning, executing, and evaluating infrastructure initiatives.
- Ability to work in a fast-paced, dynamic environment with competing priorities.
- Familiarity with federal, provincial, and municipal regulations related to public works, safety, and environmental standards.
- Familiarity with engineering principles, GIS, CAD, asset management systems, and other relevant technologies.
- Demonstrated flexibility and resilience in responding to changing priorities, emergencies, and unforeseen challenges in infrastructure operations while maintaining service continuity and supporting staff through high-pressure situations.
