Responsibilities and Duties:

Analyzing the capacity and time utilization of the SAGD and CPF facilities and equipment to find a technical solution for production improvement;

Recognizing opportunities for increasing throughput with the least capital expenditure;

Lead the technical evaluation/study of De-bottle necking;
-
Make De-bottle necking execution strategy and report to management;
-
Lead the De-bottle necking project execution till put into production, take all necessary control measure to keep project properly under control;

Do the Post evaluation and prepare the comparation report.

Ensure successful execution of Gas and Oil projects including facilities, flowlines, and plant modifications by setting proper execution strategy according to various project circumstance.

Develop or oversee development project execution plan including all project baseline components (budget, baseline schedule etc.)

Responsible for communicating to clients throughout the project. Developing a strong working relationship with clients

Lead the communication with internal of project team (including all disciplines and functional departments) ensure successful project execution.

Measure and steward all key project management metrics and control during the project execution.

Ability to deal with on-going change, and promptly resolve issues and conflicts
-
Be accountable to team of project and will be ultimately responsible for success in terms of cost, quality, schedule and HSE.

Qualifications:

Licensed Engineer; Professional Engineer (P.Eng.) designation is required.

Bilingual proficiency in English and Mandarin is required for this position.

Minimum 10 years of experience in oil & gas EPC projects, including at least 5 years in a Project Management or equivalent leadership role; experience delivering large capital projects (>$50 million) preferred.

Strong project controls experience, including integrated schedule development and management, cost control, forecasting, and performance reporting.

Experience in procurement planning and execution, including long-lead equipment strategy, vendor evaluation, bid clarification, and global supply chain coordination.

Proven experience in project risk management, including identification, assessment, mitigation, and tracking of schedule and cost risks.

Strong communication and personal skills, including technical and non-technical report writing and presentation skills.

Ability to excel in dynamic work environments and to produce quality, project deliverables in a timely manner.

Leads by example and aligns with COOEC Canada core values and HSE requirements.

Strong technical and project management background in executing capital projects for EPC companies.

Competent in all areas of Project Management including, but not limited to: coordination and integration of all project elements; project controls; front end design through detailed design; and execution, including construction, commissioning and start-up.

Field experience in construction, commissioning, and start-up of processing/production facilities.

Knowledge and application of stage gate processes in the execution of capital projects.

Knowledge in contracting strategies, compensation and contracting management and execution.

Knowledge in risk management.

Knowledge on capital projects funding request and company’s Work Plan and Budgeting processes
