POSITION SUMMARY
We are seeking a proactive and hands-on Health & Safety professional to lead the development, implementation, and continuous improvement of the company's Occupational Health & Safety (OHS) Management System.
During equipment installation, commissioning, and startup, this role will also act as the Owner's representative to oversee site safety, monitor contractor compliance with site safety requirements, and coordinate safety activities between contractors and plant operations. As manufacturing operations expand, the role will transition to leading the site's ongoing health and safety program, regulatory compliance, employee engagement, and continuous improvement initiatives.
This is a stand-alone position serving as the primary OHS resource for the manufacturing facility and works closely with management, supervisors, employees, contractors, and regulatory agencies to promote a safe, compliant, and proactive safety culture.
KEY RESPONSIBILITIES1. Installation, Commissioning & Site SateyAct as the Owner's representative to oversee site safety during equipment installation, commissioning, and facility improvement activities.
- Conduct routine site safety inspections to monitor contractor compliance with company safety requirements and applicable legislation.
- Identify unsafe conditions and unsafe work practices and communicate corrective actions to contractor supervisors.
- Coordinate safety activities between contractors and plant operations.
- Conduct or participate in commissioning risk assessments and pre- startup safety reviews (PSSR), where applicable.
- Maintain contractor safety documentation and inspection records.
- Escalate significant safety concerns to project management when necessary.
2. OHS Management System Development
Lead the development and implementation of the company's OHS Management System.
- Develop and maintain OHS policies, procedures, Safe Work Procedures (SWPs), standards, and supporting documentation.
- Establish systems and processes for hazard identification, risk management, incident reporting and investigation, inspections, emergency preparedness, training, contractor safety management, and regulatory compliance.
- Establish document control and health & safety record management processes.
- Develop and maintain the OHS System and supporting documentation to ensure regulatory compliance, support internal audits, and prepare the organization for future Alberta COR certification and ISO 45001 certification.
- Review and continuously improve the OHS Management System to ensure compliance with Alberta OHS legislation and industry best practices.
3. Operational Health & SafetyLead the implementation of the OHS Management System throughout manufacturing operations.
- Conduct workplace hazard assessments, Job Hazard Analyses (JHAs), routine workplace inspections, and behavioural safety observations.
- Identify physical, chemical, biological, ergonomic, and operational hazards, and develop appropriate risk control measures.
- Monitor compliance with company safety policies, Safe Work Procedures (SWPs), PPE requirements, and applicable health and safety legislation.
- Conduct workplace incident, injury, and near miss investigations, perform root cause analyses, and lead the implementation and verification of corrective and preventive actions.
- Participate in health and safety risk assessments for new equipment, new processes, facility improvements, and operational changes.
- Work collaboratively with managers and supervisors to identify hazards, improve safe work practices, and implement corrective actions.
- Develop, implement, and maintain the Emergency Response Plan and emergency preparedness program, including emergency drills, emergency response readiness, emergency equipment, signage, and first aid requirements.
4. Training, Communication & Safety Culture
Lead employee engagement and promote a positive health and safety culture across the organization.
- Develop, coordinate, and deliver new employee and contractor orientation, mandatory health and safety training, and ongoing safety education programs in accordance with Alberta legislation and company requirements.
- Identify training needs, maintain training records and competency documentation, and ensure employee certifications remain current.
- Prepare safety alerts and communicate lessons learned following incidents or near misses.
- Lead and coordinate Joint Health and Safety Committee (JHSC) meetings and activities, where applicable, including preparing meeting agendas, maintaining meeting minutes, and tracking committee recommendations and corrective actions.
- Provide health and safety advice, guidance, and coaching to managers, supervisors, team leads, employees, and the Joint Health and Safety Committee.
- Communicate corporate health and safety policies, regulatory updates, and industry best practices to management and employees.
- Promote employee participation in health and safety initiatives and encourage proactive hazard and near miss reporting.
5. Compliance, Audit & Documentation
Lead health and safety compliance activities and maintain regulatory documentation.
- Monitor compliance with Alberta OHS legislation and company standards.
- Coordinate regulatory inspections, internal audits, and external health and safety audits.
- Act as the primary health and safety contact for regulatory agencies, auditors, consultants, and external service providers to support compliance and continuous improvement initiatives.
- Coordinate and manage WCB claims in collaboration with managers, employees, healthcare providers, and the Workers' Compensation Board.
- In collaboration with Human Resources, coordinate Return-to-Work and modified work programs following workplace injuries.
- Maintain health and safety policies, procedures, inspection records, incident reports, training records, contractor documentation, and other regulatory records.
- Prepare monthly health and safety reports, performance metrics, and KPI summaries for management.
- Analyze health and safety performance trends and recommend improvement opportunities.
- Track audit findings, corrective actions, and regulatory commitments through completion.
- Lead OHS projects and coordinate internal stakeholders and external consultants, where required, to achieve project objectives.
6. Continuous Improvement
Lead the continuous improvement of the company's OHS Management System.
- Develop, implement, and monitor the annual OHS plan and budget.
- Develop, implement, and monitor annual health and safety objectives and action plans.
- Review and update health and safety policies, procedures, and risk assessments.
- Lead continuous improvement initiatives to enhance workplace health and safety performance.
- Participate in Management of Change (MOC) processes by assessing health and safety risks associated with new equipment, processes, facility modifications, and operational changes.
- Support new equipment installations, facility expansion projects, and operational improvements from a health and safety perspective.
- Promote a proactive and sustainable safety culture throughout the organization.
- Perform other health and safety-related duties as assigned to support business operations.
QUALIFICATIONS
Required Qualifications
- Post-secondary education in OHS, EHS, or a related field, or an equivalent combination of education, professional training, and relevant experience.
- Minimum three (3) years of OHS experience in a manufacturing or related environment.
- Solid knowledge of Alberta OHS legislation and regulatory requirements.
- Experience conducting workplace inspections, hazard assessments, incident investigations, and risk assessments.
- Experience delivering health and safety training and promoting employee engagement in workplace safety.
- Experience leading Joint Health and Safety Committee (JHSC) activities.
- Experience coordinating WCB claims management and Return-to-Work programs.
- Strong organizational, communication, and interpersonal skills with the ability to influence and build effective working relationships at all levels of the organization.
- Demonstrated ability to work independently, prioritize multiple projects, and manage competing priorities in a fast-paced environment.
- Strong problem-solving, project coordination, and continuous improvement skills.
- Proficient in Microsoft Office applications (Word, Excel, PowerPoint, and Outlook).
- English is required; Mandarin is considered a strong asset.
Preferred Qualifications
- Experience implementing and maintaining OHS programs, policies, and procedures.
- Experience supporting facility startup, equipment installation, commissioning, or manufacturing expansion projects.
- Experience coordinating contractor safety and working in environments with multiple contractors.
- Experience supporting or participating in COR or/and ISO 45001 Certification, internal audits, or OHS management system implementation.
- Knowledge of food manufacturing, GMP, HACCP, SQF, or other regulated manufacturing environments is considered an asset.
- NCSO, CRSP, CRST, or other recognized OHS certifications are considered assets.
- Standard First Aid certification is an asset.
WORKING CONDITIONS
- Primarily based in a manufacturing and warehouse environment with regular exposure to production areas, equipment installation, and contractor work activities.
- Frequent walking throughout the facility and occasional standing, climbing stairs, and accessing active work areas.
- Required to wear personal protective equipment (PPE) and comply with all company health and safety requirements while on site.
- Occasional flexibility in working hours may be required to support commissioning activities, incident investigations, emergency response, audits, or operational needs.
- May occasionally lift or carry materials and equipment up to 25 lbs (11 kg).
LOCATION: Cross Iron Dr, Calgary. Public transit is limited in the area, and you may need your own vehicle for daily commuting.
Pay: $70,000.00-$78,000.00 per year
