Program Specialist - Ontario Centre of Innovation (OCI)
Job Summary
The Program Specialist plays a key role in supporting the effective delivery, administration, and performance of the EV ChargeON program portfolio. Working closely with the Director, EV ChargeON and cross-functional teams, the Program
Specialist helps ensure programs are delivered efficiently, transparently, and in alignment with OCI’s operational requirements and government-funded program expectations.
This role is responsible for supporting financial oversight, reporting, and operational coordination across multiple EV
ChargeON projects. The Program Specialist maintains strong internal processes, accurate tracking systems, and clear documentation to support high-quality program governance and seamless execution.
The Program Specialist will work cross-functionally with internal program teams, external funding recipients, charging network operators, consultants, and data stakeholders to ensure reporting compliance, data integrity, and timely delivery of program reporting requirements. This role will also support the development of reporting processes, templates, dashboards, and performance metrics to inform program evaluation, public reporting, and future policy and infrastructure planning.

Key Responsibilities
. Lead the end-to-end coordination and delivery of all required reporting for the EV ChargeON program, including managing timelines, developing templates, and collaborating with funding recipients to ensure compliant, timely submissions.
. Coordinate with funding recipients and stakeholders to collect operational data, track reporting compliance, and support the implementation of standardized data governance practices.
. Review, validate, clean, and analyze charging usage data and supporting documentation submitted by recipients to ensure data quality, completeness, and consistency.
. Support the development of dashboards and tracking tools to analyze infrastructure performance trends, utilization metrics, and overall program impacts.
. Act as the key point of contact for reporting inquiries, liaising directly with charging network operators, consultants, and project proponents regarding data submissions.
. Drive process improvement by creating standard operating procedures, identifying automation opportunities to streamline workflows, and evolving program metrics to align with EV ChargeON objectives.
. Develop and maintain reporting guidance documents, FAQs, templates, and standard operating procedures.
. Maintain program-wide project trackers to consolidate data being tracked across all projects and prepare data and summary inputs for reporting requirements.
. Maintain a living repository of success stories, key metrics and project outcomes for all projects for use in reporting and communications.
. Complete additional tasks as assigned.
Skills and Competencies:
. University degree in Business, Public Administration, Data Analytics, Engineering, Environmental Studies, or a related field.
. Experience with EV charging infrastructure, clean transportation, energy, utilities, or government funding programs is considered a strong asset.
. Minimum 3+ years of experience in program coordination, reporting, data analysis, infrastructure programs, or related fields.
. Experience managing complex reporting processes involving multiple stakeholders and deadlines.
. Strong analytical and problem-solving skills with experience interpreting large datasets and preparing reporting summaries.
. Advanced proficiency in Microsoft Excel and strong working knowledge of PowerPoint, Word, and reporting or visualization tools.
. Excellent organizational, project management, and communication skills.
. Ability to work independently in a fast-paced, evolving environment with competing priorities.
. Strong stakeholder management and customer service orientation.
. Experience developing operational processes, templates, and reporting frameworks is an asset.
