NATURE OF WORK
Reporting to the Director of Human Resources, the Coordinator of Health, Safety & Peacebuilding is responsible for the strategic leadership, development, implementation and continuous improvement of the Cree School Board’s health and safety, employee well-being, peacebuilding and emergency preparedness initiatives.
In accordance with the applicable legislation, the Coordinator provides expertise, guidance and support to all Cree School Board (CSB) services and schools in the application of health and safety policies, programs and preventative measures in support of the CSB mission, vision and values. In addition, the coordinator develops and maintains relationships with internal and external stakeholder to support the engagement and development of a positive organizational culture based on prevention, safety, respect, collaboration, healthy relationships and continuous improvement.
The incumbent leads the HR Advisors under their functional area and provides strategic direction, coaching and support to ensure effective delivery of health and safety services throughout the Cree School Board.
CHARACTERISTIC FUNCTIONS
The Coordinator works collaboratively with all CSB departments, schools, services and external partners to identify organizational needs, assess risks and implement appropriate solutions related to occupational health and safety, workplace wellness, emergency management, respectful workplaces and peacebuilding.
The Coordinator supports managers and employees in understanding their responsibilities related to workplace health and safety and ensures that appropriate systems, tools, resources and training are available to support compliance and continuous improvement.
SUPERVISORY RESPONSIBILITIES
- Supervise, coach, support and evaluate the HR Advisors in their functional area
- Provide guidance, professional development opportunities and support to supervised staff.
- Monitor the quality, effectiveness and consistency of health and safety services delivered throughout the Board.
- Promote teamwork, collaboration and continuous improvement within the Health and Safety function.
- Represent the department and organization, as required.
- Perform any other related duties assigned by the supervisor.
DEPARTMENTAL RESPONSIBILITIES
- Develop and maintain a Board-wide Health, Safety & Peacebuilding framework aligned with CSB values, strategic priorities, and legislative requirements.
- Lead the development, implementation, evaluation, and continuous improvement of policies, programs, procedures, standards, and action plans related to health, safety, wellness, peacebuilding and emergency preparedness.
- Participate in the development of annual priorities, objectives, and budgets for the sector.
- Ensure organizational compliance with applicable legislation, including the Act respecting occupational health and safety, the Act respecting industrial accidents and occupational diseases, and CNESST requirements.
- Develop and monitor performance indicators, reporting mechanisms, and tracking systems to support compliance, continuous improvement, and informed decision-making.
- Prepare reports, recommendations, and updates for Senior Management, committees, and other stakeholders.
- Participate on the Occupational Health and Safety Committee and other relevant committees.
ROLE-SPECIFIC RESPONSIBILITIES
Health and Safety Management
- Provide strategic guidance and expertise regarding occupational health and safety matters across the Cree School Board.
- Support departments and schools in identifying workplace hazards, assessing risks and implementing corrective measures.
- Ensure resources and information provided by CNESST are reviewed, adapted and communicated appropriately.
- Provide guidance and support regarding sanitation practices, workplace prevention measures and emergency situations.
CNESST Compliance and Disability Management
- Act as the primary strategic liaison with CNESST representatives and other external stakeholders regarding occupational health and safety matters.
- Oversee CNESST inspections, audits, investigations and follow-up actions.
- Ensure appropriate documentation, reporting and corrective measures are completed following workplace incidents, accidents or occupational injuries.
- Monitor trends related to workplace incidents and recommend preventive strategies
- Oversee workplace injury and illness claims management (Disability Management) in collaboration with HR Advisors and relevant departments.
- Support the Disability Management team with return-to-work processes and accommodation measures for employees.
- Support HR Advisors with workplace interventions related to Health and Safety
Prevention Programs and Training
- Develop and coordinate training, awareness, and prevention programs related to:
o Health and safety procedures.
o Emergency preparedness.
o First Aid and response procedures.
o Workplace prevention.
o Respectful workplace practices.
o Conflict prevention and resolution.
- Ensure appropriate training is provided to managers and employees.
- Evaluate the effectiveness of training and recommend improvements.
Emergency Management
- Coordinate and implement organizational emergency preparedness initiatives and emergency response procedures.
- Ensure communication plans are established for emergency situations, including schools, departments and external partners.
- Act as a resource during emergency situations, outbreaks or other critical events.
- Ensure up-to-date information and regulatory requirements are communicated to relevant stakeholders.
Wellness and Peacebuilding
- Provide support to CSB’s Peacebuilding Team
- Support managers and employees in addressing workplace conflicts through restorative, collaborative and constructive approaches.
- Encourage communication, trust and cooperation among employees, schools, departments and communities.
- Incorporate culturally responsive approaches and Cree values into health, safety and peacebuilding initiatives.
Communication and Stakeholder Relations
- Establish and maintain effective relationships with internal and external stakeholders, including:
o Cree Board of Health and Social Services of James Bay (CBHSSJB).
o CNESST representatives.
o Schools and departments.
o Community partners.
o Other relevant organizations and labour relations.
- Respond to inquiries related to health, safety and workplace well-being.
- Ensure transparency and effective communication throughout the development and implementation of initiatives.
MINIMUM REQUIRED QUALIFICATIONS
- Undergraduate degree in a relevant field such as Occupational Health and Safety, Human Resources, Industrial Relations, Labour Relations, Public Administration, Organizational Psychology or another related discipline.
- Five (5) years of demonstrated experience in health and safety management, employee well-being, emergency management, labour relations or another relevant field.
- Experience supervising, coaching or developing employees.
- Strong knowledge of occupational health and safety legislation, including CNESST requirements.
- Experience developing and implementing policies, procedures and prevention programs.
- Experience managing workplace incidents, investigations and corrective actions.
- Experience developing and delivering training programs.
- Experience in emergency management and crisis response is an asset.
- Experience in psychological health and safety, wellness initiatives or employee relations is an asset.
- Knowledge or experience in restorative practices, mediation, conflict resolution or peacebuilding is an asset; Cree CICR is an asset
- Experience working within an educational, governmental or First Nations organization is an asset.
- Strong communication, facilitation and stakeholder engagement skills.
- Solid planning, organizational and problem-solving skills.
- Demonstrated ability to build trust and positive relationships.
- Demonstrated ability to manage change and support continuous improvement.
- Ability to handle confidential information and sensitive situations appropriately.
- Ability to work effectively across all levels and functions of the Cree School Board.
- Ability to promote teamwork within and across departments.
- Fluency in English and French is required; Cree is a definite asset.
- Knowledge of Microsoft Office essential.
- Valid Class 5 driver’s licence is an asset
- Willingness to travel frequently.
EMPLOYMENT CONDITIONS*
Permanent full-time position.
- Given the current salary regulations and guidelines at the Cree School Board, candidates from another Quebec School Board will be able to obtain a salary as per the applicable scale. Candidates not from the education sector may be subject to salary placement restrictions according to CSB guidelines.
