We are looking for a Senior Manager, Permitting, Reclamation & Closure to join our Centerra Corporate team. This is a primarily remote role within British Columbia, with occassional travel required.
Reporting directly to the Vice President, Regulatory & Public Affairs BC, the Senior Manager, Permitting, Reclamation & Closure leads strategic corporate permitting and closure to achieve environmental compliance and alignment with the companies Technical Reports as required. The role will provide governance for corporate permitting and closure activities to ensure permits are up to date, effectively applied and renewed in a timely manner. The incumbent will also keep abreast of any developing permitting issues as well as having ongoing communication with site operations and environmental personnel, consultants and regulatory agencies.
The Senior Manager Permitting, Reclamation & Closure will work closely with Centerra’s Technical Services and Projects teams and lead consultants in preparation of permit applications and closure plans. This role will impact upon several corporate departments to achieve strategic permitting and closure objectives. Providing support for ESG reports and public disclosure will be an important part of this job. The incumbent will be required to develop and communicate permitting and closure scopes to government and/or community representatives. Oversight of corporate quarterly and annual Abandonment and Reclamation Obligations (ARO) in line with closure objectives is a key part of this role.
Your responsibilities will include, but are not limited to:
- Initiate and manage the development and implementation of key studies and action plans that support permitting initiatives.
- This will involve managing and leading multi-disciplinary consulting teams to meet timelines and scope.
- Manage environmental programs such as but not limited to, recommendations from tailings dam inspections, water management projects and engineering studies to support permit applications and amendments.
- Manage and work closely with environmental and engineering consultants in the preparation of technical studies and permit applications.
- Oversight of corporate quarterly and annual Abandonment and Reclamation Obligations (ARO) in line with closure objectives.
- Prepare company permitting materials for communication to board members, government and community representatives ensuring that strategic imperatives are addressed for the appropriate audience.
- Manage trade off studies for permitting scenarios; taking into consideration First Nation perspectives and Indigenous Benefit Agreements (IBA’s) and cost/schedule of engineering and field studies.
- Work closely with the Technical Services and Project teams to support Feasibility Studies, 43-101 reports and other technical studies as required.
- Maintain up-to-date permitting databases at a corporate level.
- Build and maintain relationships with site personnel, regulators and consultants.
- Review annual environmental reports such as but not limited to geotechnical inspections, water and load balances and Dam Safety Reviews as they relate to permit amendments.
- Monitor and advise operational teams of any changes to government regulation, policies and programs which may create opportunities or challenge permit authorizations.
- Ensure that the Centerra is in material compliance with the terms and conditions of all licenses, permits, approvals, and applicable regulatory environmental requirements in relation to its properties.
- Establish, standardize, and implement efficiencies, continual improvement and process controls and governance for permit application and implementation.
- Provide the necessary permitting summaries for Technical Reports, public disclosures and board presentations.
- Manage review of pertinent M&A initiatives from an environmental, permitting and closure perspective.
The following will be critical to successfully performing this role:
- Bachelor’s degree in engineering or environmental engineering or related degree.
- 8+ years of experience in managing environmental permitting and corporate sustainability initiatives, experience in Mining is a strong asset.
- Preference for membership in good standing with a recognized professional regulatory body in British Columbia (Ex., P.Eng., RP Bio, P.Geo), with eligibility to provide professional reliance under the Professional Governance Act.
- Previous experience with permitting processes in various jurisdictions, including baseline studies, environmental and social impact assessment, consultation, and coordination with internal design/project teams.
- Experience with external reporting (ESG, corporate responsibility, sustainability reporting etc.).
- Experience with environmental assessment, permitting and follow-up and monitoring.
- Strategic thinker with proven ability to collaborate and build consensus among groups.
- Internationally focused with a proven understanding of mining infrastructure as it relates to environmental compliance.
- Ability to consolidate and graphically illustrate environmental information for reports, memos and presentations and deliver those presentations in-person to diverse audiences, respond to their questions, and address concerns.
- Knowledge of environmental management systems, including hazard identification / risk assessment, controls for critical tasks, incorporation of environmental protection into design, site performance and environmental leadership, as well as regulatory compliance.
- Excellent interpersonal skills; ability to build relationships with diverse individuals and exhibits strong influencing skills.
- Familiarity with Water and Load Balance studies and scenarios for mines.
- Able to implement strategies and actions within deadlines and/or lead consultants to complete tasks as required in addition to a proven history managing procurement and contract implementation with diverse environmental consulting service providers.
- Ability to solve complex problems and ensure consultant and site teams achieve corporate permitting and closure objectives.
- Knowledgeable of international engineering standards.
- Excellent writing, communication, organization, and time management skills.
- Broad familiarity with regulatory environments in Canada
- Advanced experience within MS Office, including MS Projects.
