The Bilingual Manager, RFPs & Strategic Contracting role leads RFP strategy, proposal development, and contract negotiations across Canada, supporting high‑value commercial opportunities and strategic growth initiatives. The position is responsible for managing complex RFPs, developing competitive proposals, shaping contract strategy, and overseeing negotiations to ensure alignment with organizational goals, financial targets, and risk management requirements.
Operating at a senior level, the role partners closely with the Executive Leadership Team and cross‑functional stakeholders including Sales, Legal, Marketing, Finance, Operations, and Government Affairs. The position drives the full lifecycle of strategic opportunities—from pre‑RFP preparation and proposal development through contract negotiation and post‑award implementation—while continuously improving processes, tools, and operational efficiency. The role requires strong business judgment, executive presence, and the ability to independently manage complex negotiations and strategic initiatives. Fluency in English and French is required, with occasional travel within Canada.
Knowledge
- Advanced understanding of RFP and procurement frameworks, including tender processes, evaluation criteria, and submission requirements.
- Knowledge of commercial contract structures, negotiation strategies, and risk mitigation aligned with company policies and legal considerations.

Experience
- Bachelor’s degree in Business, Supply Chain, Strategy, or a related discipline required.
- 5–7 years of experience in procurement, proposal management, RFP strategy, or commercial contracting roles.
- Proven experience managing complex RFPs, tenders, and high‑value proposal submissions.
- Demonstrated experience negotiating commercial contracts and managing cross‑functional contract review processes.
- Experience collaborating with executive leadership and influencing strategic business decisions.
- Experience developing proposal strategies, value propositions, and pricing structures for competitive bids.
- Experience in healthcare, medical devices, or regulated industries preferred but not required.
- Certifications such as Lean Six Sigma, APMP, WorldCC, or other proposal or procurement credentials are considered an asset.

Additional Info:
The annualized base salary range for this role is $92,040 to $143,960 and is bonus eligible. Final compensation packages will ultimately depend on factors including relevant experience, skillset, knowledge, geography, education, business needs and market demand.
