HR Manager – Licensed Childcare Programs
Position Summary
The HR Manager is responsible for providing strategic leadership and oversight of all human resources functions within Parkview Childcare Centres. This role ensures compliance with Ontario childcare regulations while driving organizational effectiveness through policy development, workforce planning, and team supervision across all sites. The HR Manager partners with senior leadership to align HR strategies with organizational goals and fosters a culture of equity, inclusion, and continuous improvement.
Key Responsibilities Compliance & Regulatory Management
· Ensure compliance with Child Care and Early Years Act (CCEYA) and maintain accurate staff-to-child ratio documentation.
· Oversee criminal reference checks with vulnerable sector screening and annual offence declarations.
· Manage Early Childhood Educators (CECE) Act, mandatory reporting and verify (RECE) membership status.
· Administer WSIB claims and ensure compliance with the Occupational Health and Safety Act (OHSA), including annual policy reviews.
· Implement and maintain AODA accessibility training and compliance processes.
· Maintain and update workplace violence and harassment policies as required by law.
Strategic HR Leadership
· Develop and implement HR policies and procedures aligned with organizational objectives.
· Lead workforce planning, talent acquisition strategies, and succession planning initiatives.
· Provide guidance and coaching to supervisors and staff on HR best practices.
· Oversee employee relations and conflict resolution to maintain a positive work environment.
Employee Lifecycle Management
· Coordinate employee onboarding, including mandatory training (Standard First Aid with Infant/Child CPR, WHMIS, Health & Safety).
· Manage vacation and leave tracking in compliance with ESA.
Benefits & Compensation
$56.70-$60.95/hr
· Oversee administration of employee benefits programs, including enrollment and issue resolution.
· Collaborate with leadership on compensation strategies and pay equity compliance.

· Lead performance management processes, including goal setting and evaluations.
· Manage training programs to support professional development and licensing requirements.

Qualifications
· Post-secondary education in Human Resources or related field; CHRP/CHRL designation preferred.
· Minimum 5–7 years HR experience, including supervisory or managerial responsibilities.
· Knowledge of Ontario employment legislation, CCEYA, ESA, OHSA, and WSIB processes.
· Familiarity with CECE reporting requirements and RECE standards.
· Strong leadership, organizational, and communication skills.
· Experience with HRIS systems and reporting tools.
