The BMDA is seeking candidates to support the PULSE Program in the ByWard Market District. The role is ideal for individuals who enjoy working outdoors, engaging with the public, and supporting a safer, more welcoming community environment. PULSE Ambassadors provide a visible and professional presence that supports visitors, business, community members and partner agencies through engagement, observation, and referral-based assistance.
PULSE Ambassadors work as part of a frontline community safety and engagement team. The role focuses on public support, situational awareness, de-escalation, incident reporting, and coordination with community and emergency response partners. This is a non-enforcement position that supports overall district safety through respectful, proactive, and professional engagement. PULSE Ambassadors report to Shift Supervisor/Program Lead.
Key Responsibilities & Duties:
- Conduct high-visibility patrols throughout the ByWard Market District.
- Provide a welcoming and approachable presence for visitors, businesses, residents, and community members.
- Identify and report public safety concerns, environmental hazards, and infrastructure issues.
- Apply trauma-informed and conflict de-escalation techniques during interactions with individuals in distress.
- Support vulnerable individuals through respectful engagement and referral to appropriate community resources.
- Recognize signs of overdose, mental health crisis, or escalating behaviour and follow response protocols.
- Document incidents, observations, interactions, and operational activities using digital reporting tools.
- Submit end-of-shift reports in accordance with program standards.
- Coordinate with Ottawa Police Service, private security, outreach organizations, paramedic services, fire services, and City of Ottawa departments as required.
- Attend daily operational briefings and maintain awareness of priority issues and deployment objectives.
- Operate radios, communication equipment, and reporting systems professionally and responsibly.
- Maintain a professional appearance and conduct while representing BMDA and the PULSE Program.
- Other duties as assigned by Management.
Summary of Qualifications:
- Experience in one or more of the following: community outreach, social services, harm reduction, emergency response, healthcare, public safety, or customer/public engagement environments.
- Valid Standard First Aid and CPR-C certification is an asset at time of hiring.
- Successful completion of a Vulnerable Sector Check.
- Ability to remain calm and make sound decisions under pressure.
- Strong interpersonal skills and the ability to communicate clearly with diverse audiences.
- Demonstrated ability to work effectively within diverse communities.
- Willingness to work shift schedules, including evenings, weekends, and holidays.
- Familiarity with the ByWard Market District is an asset.
- Experience in conflict resolution or crisis intervention is an asset.
- Bilingualism in English and French is an asset.
- Knowledge of Ottawa social service and outreach systems is an asset.
- ICS 100 certification or related emergency management training is an asset.
Start Date: Successful candidates must complete the BMDA PULSE Ambassador Certification Program prior to deployment. Training will include:

- Medical First Responder / First Aid & CPR-C
- Incident Command System (ICS 100)
- Emergency Response & Scenario-Based Training
