Join Acute Care Alberta and Surgical Care Alberta as the Program Manager, Surgical Quality, Policy & Sustainability. This provincial leadership role provides strategic direction, expert guidance, and operational support to advance quality, patient safety, policy development, performance improvement, and sustainability initiatives across Alberta's surgical system. Reporting to the Executive Director, Surgery Performance, Quality & Innovation, you will lead and support provincial programs that enhance patient outcomes, strengthen accountability, improve system performance, and promote environmentally sustainable healthcare practices. Working collaboratively with executive leaders, physicians, operational teams, quality and patient safety leaders, Infection Prevention and Control, government representatives, academic partners, and external stakeholders, you will help establish standardized approaches to surgical quality and performance across Acute Care Alberta facilities, Chartered Surgical Facilities, and other surgical environments. This role offers the opportunity to influence provincial policy, drive system-wide quality improvement, support innovation and evidence-informed practice, and contribute to the modernization and sustainability of Alberta's surgical services.
The Program Manager, Surgical Quality, Policy & Sustainability provides provincial leadership and expertise to support the development, implementation, evaluation, and continuous improvement of quality, patient safety, policy, performance, and sustainability initiatives across Alberta's surgical system. The position leads and supports provincial quality improvement strategies, policy and standards development, accreditation readiness activities, performance measurement frameworks, sustainability initiatives, innovation adoption, and system optimization efforts. Working collaboratively with operational leaders, physicians, quality teams, Infection Prevention and Control, government representatives, academic partners, contracted surgical facilities, and external stakeholders, the Program Manager provides strategic recommendations and leadership to improve consistency, safety, efficiency, and patient outcomes across surgical services. The role contributes to provincial decision-making through performance analysis, policy development, business case preparation, governance support, risk mitigation, and strategic planning activities. Success in this role requires strong leadership, critical thinking, systems thinking, political acumen, change management expertise, and the ability to build collaborative relationships and influence decision-making in complex clinical and operational environments.

Required Qualifications:
A minimum of an undergraduate degree in a health sciences field or related discipline. Minimum five years of progressive leadership experience in a healthcare system role with provincial, multi-site, or multi-corridor responsibilities. Demonstrated experience in quality improvement, patient safety, healthcare policy, performance measurement, strategic planning, and stakeholder engagement. Strong communication, facilitation, analytical, relationship-building, and project management skills. Ability to work effectively in complex clinical and operational environments and influence decision-making across multiple stakeholder groups. Equivalent combinations of education and experience may be considered.
Additional Required Qualifications:
Demonstrated experience leading complex, multi-stakeholder initiatives focused on quality improvement, system performance, patient safety, policy development, and organizational change. Proven ability to develop strategic plans, business cases, recommendations, performance frameworks, briefing materials, and reports for executive leadership. Experience supporting accreditation readiness, quality assurance activities, governance processes, risk mitigation, and implementation of provincial standards and policies. Strong understanding of healthcare operations, performance measurement, data analysis, sustainability principles, and evidence-informed practice. Proven ability to lead change, build collaborative partnerships, facilitate engagement processes, and achieve results through influence rather than direct authority. Highly organized with exceptional critical thinking, problem-solving, and prioritization skills in a dynamic healthcare environment.
Preferred Qualifications:
Graduate degree in quality improvement, healthcare leadership, healthcare management, public health, or a related field. Formal training in change management, implementation science, quality improvement methodologies, project management, or stakeholder engagement. Experience supporting provincial healthcare initiatives, surgical services, accreditation activities, healthcare sustainability programs & performance reporting frameworks.
