As we continue to expand, we are seeking a driven and relationship-focused Business Development Manager to help identify new project opportunities, build strategic client relationships, and grow our construction project pipeline.
Position Overview
The Business Development Manager will be responsible for identifying, developing, and pursuing new construction business opportunities.
This role is focused on building relationships with developers, property owners, public-sector organizations, consultants, architects, engineers, general contractors, construction managers, facility owners, and other key decision-makers.
The ideal candidate will have a strong understanding of the construction market, excellent relationship-building skills, and the ability to identify project opportunities before they become public tenders.
This is a client-facing role that requires strong communication, market research, follow-up discipline, commercial judgment, and the ability to work closely with internal teams to convert opportunities into profitable construction projects.
Core Responsibilities
Business Development & Lead Generation
- Identify new construction opportunities from developers, owners, consultants, public agencies, property groups, industrial clients, institutions, and general contractors
- Build and maintain a target client list across Ontario
- Research market activity, upcoming developments, infrastructure announcements, planning applications, capital plans, and industry news
- Identify opportunities before they become public tenders, where possible
- Track and qualify leads based on project size, client relationship, scope, timeline, competitiveness, and profitability
Client Relationship Management
- Develop and maintain relationships with key decision-makers, including owners, developers, architects, engineers, project managers, procurement teams, and construction managers
- Schedule and attend client meetings, networking meetings, site visits, supplier days, industry events, and association events
- Represent the company professionally in client-facing meetings and business development activities
- Build long-term relationships that support repeat business, negotiated work, RFQ/RFP invitations, and prequalification opportunities
Tender, RFQ & RFP Opportunity Tracking
- Monitor public and private-sector tender opportunities, RFQs, RFPs, prequalification requests, and vendor list opportunities
- Track opportunities through public tender platforms, procurement portals, industry contacts, consultants, and client networks
- Support bid / no-bid decisions by providing client intelligence, competitor information, project background, and relationship insights
- Help secure RFQ/RFP invitations, prequalification opportunities, framework contracts, negotiated work, and repeat business
Internal Coordination & Proposal Support
- Work closely with estimating, proposal, preconstruction, operations, and executive teams to qualify and pursue opportunities
- Support the preparation of capability statements, client presentations, proposals, and project pursuit strategies
- Provide background information on clients, competitors, project requirements, and decision-makers
- Assist with follow-up after submissions, meetings, presentations, and client communications
Pipeline Management & Reporting
- Maintain accurate CRM records, contact notes, opportunity updates, meeting summaries, and follow-up actions
- Prepare weekly business development reports covering leads, client meetings, opportunities, pipeline value, and next steps
- Track the status of active opportunities and ensure timely follow-up with clients and internal stakeholders
- Help convert new relationships into profitable construction projects
Target Clients and Market Focus
The Business Development Manager will focus on building relationships with:

Required Qualifications
Experience
- Minimum 3 years of experience in business development, sales, account management, construction, real estate, engineering, architecture, property management, or a related industry
- Experience in the Canadian construction market is strongly preferred
- Existing relationships with developers, property owners, consultants, public-sector clients, general contractors, or construction managers are considered a strong asset
- Experience with construction project pursuit, tender tracking, RFQ/RFP processes, or client development is an asset
Knowledge & Understanding
- Understanding of construction project types, tendering, procurement, RFQ/RFP processes, and client decision-making
- Strong commercial sense, including understanding of revenue, margin, project risk, and client value
- Ability to assess whether an opportunity is suitable based on project scope, timing, relationship strength, and business potential
- Familiarity with the Ontario construction market is preferred

Work Environment

What We Offer
- Competitive base salary plus commission and annual performance bonus
- Target total compensation of CAD $120,000–$220,000+, depending on experience, client network, and performance
